Thermal, Water Plant Deal Signed with Chinese Partnership

Ulaanbaatar, August 28, 2025 /MONTSAME/. As part of the 24 mega projects for urban development, the Emeelt Eco-Industrial Park will be constructed on a 539-hectare site in the Shar Khuviin Khooloi area of Khan-Uul district, approximately 30 kilometers from the city center.


In line with the project’s objectives, an open tender was announced for the construction of a 24-megawatt (MW) thermal power plant and wastewater treatment facility under EPC+F (Engineering, Procurement, and Construction plus Financing) conditions. The selected contractor is a partnership between Hua Zi Technology LLC and Hua Shi Energy Industry LLC from the People’s Republic of China. Both are publicly listed companies, and a comprehensive work contract was signed today. The partnership brings 30 years of experience and has participated in infrastructure projects across over 70 countries.


Myagmar Byambasuren, Executive Director of Emeelt Eco-Industrial Park JSC, stated that 15 projects, which have been under discussion since 2009, are now close to becoming a reality.  A working group, established by decree of the Governor of the Capital, successfully concluded the contract negotiations. The two core infrastructure facilities of the Emeelt Eco-Industrial Park include a 24-MW thermal power plant, designed to generate 156 million kilowatt-hours (kWh) of electricity and 265,600 gigacalories (Gcal) of thermal energy annually, and a domestic and industrial wastewater treatment plant with a daily capacity of 6,700 cubic meters. A Chinese partnership has been selected as the contractor for the EPC+F tender to undertake the full scope of design, procurement, and construction work.


Construction is scheduled to begin in the first quarter of 2026 and is expected to be completed by 2027.



The Emeelt Eco-Industrial Park will have the capacity to process 7.5 million hides, 3,000 tons of wool, 5,800 tons of cashmere, 25,000 tons of meat, and 8,000 tons of by-products annually. Operations will be carried out in an environmentally friendly manner that meets international standards, enabling the production of finished goods and the processing of 43.5 percent of the country’s raw materials independently.


The project is expected to create approximately 5,600 jobs, achieve investment recovery within 6.7 years, and generate MNT 1.72 trillion in revenue and MNT 86.3 billion in tax contributions.
