Mongolia and the Kyrgyz Republic Establish a Comprehensive Partnership

Bishkek, July 21, 2025 /MONTSAME/. During the State Visit of President of Mongolia Khurelsukh Ukhnaa to the Kyrgyz Republic, the following documents were signed.
President of Mongolia Khurelsukh Ukhnaa and President of the Kyrgyz Republic Sadyr Japarov signed a Joint Declaration on Establishing a Comprehensive Partnership between Mongolia and the Kyrgyz Republic.
With this, the Kyrgyz Republic becomes the second Central Asian country to establish a Comprehensive Partnership with Mongolia after the Republic of Kazakhstan.
These documents will further strengthen the relations across political, trade, economic, agricultural, cultural, educational, and humanitarian fields between the two countries. Mongolia and the Kyrgyz Republic will enhance mutually beneficial cooperation, enrich the partnership with new content, and actively develop collaboration between governments, academic institutions, experts, and the private sector.
Minister of Justice and Internal Affairs of Mongolia Munkhbaatar Lkhagva and Prosecutor General of the Kyrgyz Republic Maksat Asanaliev signed a Treaty on the Transfer of Convicted Persons.
The two countries will cooperate in protecting citizens’ rights and interests, preventing and investigating crimes, and assisting each other in criminal proceedings. Relevant law enforcement agencies will directly communicate and take prompt joint actions to identify, transfer, and prosecute offenders.
Minister of Justice and Internal Affairs of Mongolia Munkhbaatar Lkhagva and Director of the State Vehicle and Driver Registration Agency for Registration of Vehicles and Drivers under the Cabinet of Ministers of the Kyrgyz Republic Ulan Karypbekov signed an Agreement on Mutual Recognition and Exchange of Driver’s Licenses.
Citizens who reside and work for more than one year in the other country will be able to exchange their valid national driver’s licenses for a local one.
Mongolia has similar Agreements on Mutual Recognition and Exchange of Driver’s Licenses with the Czech Republic, Belgium, Luxembourg, and Belarus, and is working to establish more under the Vienna Convention framework.
Minister of Foreign Affairs of Mongolia Battsetseg Batmunkh and Minister of Foreign Affairs of the Kyrgyz Republic Jeenbek Kulubaev signed a Cooperation Program between the Ministries of Foreign Affairs.
The Cooperation Program aims at expanding collaboration between the ministries of the two countries by organizing regular consultations, sharing information and experience, and strengthening inter-agency coordination across other sectors.
Minister of Food, Agriculture, and Light Industry of Mongolia Enkhbayar Jadamba and Deputy Prime Minister and Minister of Water Resources, Agriculture, and Processing Industry of the Kyrgyz Republic Bakyt Torobayev signed a Memorandum of Understanding on Cooperation in Wool Processing.
Within the framework of the “White Gold” National Movement of Mongolia, the two sides launched cooperation to export Mongolian wool to Kyrgyzstan. The two sides will implement joint projects in wool product supply, processing, and promotion, while exchanging information and fostering business relations for mutual benefit.
Minister of Culture, Sports, Tourism and Youth of Mongolia Undram Chinbat and Minister of Culture, Information and Youth Policy of the Kyrgyz Republic Mambetaliev Mirbek Kemelovich signed a Memorandum of Understanding on Cultural Cooperation.
The two sides will cooperate in protecting tangible and intangible cultural heritage, and exchange experience in folk crafts, literature, media, visual arts, music, theater, circus, decorative arts, cinema, and media. The Agreement also includes support for artists and talents, and collaboration in other sectors of the cultural and creative industries.
Minister of Digital Development, Innovation, and Communications of Mongolia Batshugar Enkhbayar and Minister of Digital Development and Advanced Technologies of the Kyrgyz Republic Azamat Jamangulov signed a Memorandum of Understanding on Cooperation in the Field of Digital Transformation.
The Agreement enables mutual exchange of experience in developing public information infrastructure and related systems. It also opens opportunities for supplying essential electronic systems of interest to either side, within core and supportive platforms.
Chairman of the Institute for Strategic Studies of Mongolia Ganbold Gankhuyag and Deputy Head of the Cabinet of Ministers of the Kyrgyz Republic and Director of the National Institute for Strategic Studies under the President of the Kyrgyz Republic Baetov Ayaz Batyrkulovich signed a Memorandum of Understanding on Institutional Cooperation.
The Agreement facilitates the exchange of research findings in international relations, global and regional security, and economic and social development. It also provides for the joint organization of academic conferences, seminars, roundtable meetings, and events of regional and international importance.
Minister of Education of Mongolia Naranbayar Purevsuren and Rector of the Kyrgyz National University Dogdurbek Toktosartovich Chontoev signed a Memorandum of Understanding between the National University of Mongolia and the Kyrgyz National University.
Under the Agreement, a “Mongolia–Kyrgyzstan Education and Culture Center” will be established at the School of Journalism and Public Relations of the Kyrgyz National University. A Mongolian Studies program will be launched to promote and develop research on nomadic civilization and shared historical and cultural heritage, as well as to support language exchanges and organize academic conferences, exhibitions, and other joint events.
Ambassador Extraordinary and Plenipotentiary of Mongolia to the Kyrgyz Republic Gankhuyag Sodnom and Plenipotentiary Representative of the President of the Kyrgyz Republic in Naryn Region Satarov Nurbek signed a Memorandum of Understanding on Local Cooperation between the Governor’s Office of Darkhan-Uul Aimag of Mongolia and the Naryn Regional Office of the Kyrgyz Republic.
This Agreement initiates local-level cooperation to promote direct economic, trade, and agricultural collaboration between aimags, citizens, and enterprises of the two sides.
Ambassador Extraordinary and Plenipotentiary of Mongolia to the Kyrgyz Republic Gankhuyag Sodnom and Director of the Kyrgyz National News Agency “Kabar” Shermataliev Mederbek Asanalievich signed a Memorandum of Understanding on Media Cooperation between the MONTSAME National News Agency of Mongolia and the Kabar National News Agency of the Kyrgyz Republic.
The two agencies agreed to elevate their cooperation to a new level, facilitating mutual exchange of information in politics, society, economy, culture, arts, and tourism, and allowing dissemination of content through each other’s media channels.
President of the Mongolian Academy of Sciences Demberel Sodnomsambuu and President of the Kyrgyz Academy of Sciences Kanatbek Ermekovich Abdrakhmatov signed an Agreement on Scientific Cooperation.
The Agreement aims at deepening cooperation in scientific research and development, including the implementation of joint projects and programs between the two academies.
Director of the Institute of Archaeology of the Mongolian Academy of Sciences Eregzen Gelegdorj and President of the Kyrgyz Academy of Sciences Kanatbek Ermekovich Abdrakhmatov, signed an Agreement on Cooperation between the Institute of Archaeology of the Mongolian Academy of Sciences and the Institute of History, Archaeology, and Ethnology named after Jamgyrchiev of the Kyrgyz Republic.
The two institutions will engage in comprehensive collaboration in academic research, studies, and innovation. The two sides will regularly exchange information such as research findings on archaeological discoveries, modern scientific interpretations, scholarly publications, and reference materials. The institutions of the two countries will also support the implementation of joint research projects of mutual interest and provide access to their libraries and archives for researchers and postgraduate students.
Director General of the Mongolian National Broadcaster Gerel Gankhuyag and Director General of the Kyrgyz National Radio and Television Corporation Bolotbek Tillebaev signed a Memorandum of Understanding.
The two sides will promote their respective countries' culture and tourism by exchanging relevant broadcast content, jointly organizing exhibitions and cultural events, and cooperating to showcase their history, traditions, and artistic heritage through radio and television.
