Mongolia and the Republic of Uzbekistan Elevate the Reletions to Comprehensive Partnership

Ulaanbaatar, June 24, 2025 /MONTSAME/. President of the Republic of Uzbekistan Shavkat Miromonovich Mirziyoyev is paying a State Visit to Mongolia at the invitation of President of Mongolia Khurelsukh Ukhnaa. During this State Visit, a total of 14 official documents were signed between the two countries. Namely,

 

President of Mongolia Khurelsukh Ukhnaa and President of the Republic of Uzbekistan Shavkat Mirziyoyev signed a Joint Declaration on a Comprehensive Partnership between Mongolia and the Republic of Uzbekistan.

 

The two sides agreed to elevate their bilateral relations to the level of a Comprehensive Partnership, as the parties agreed to enhance their traditionally friendly relations, respecting mutual independence, sovereignty, equality, and territorial integrity in conformation with the purposes and principles of the Charter of the United Nations, and grounded in universally recognized principles and norms of international law as well as the countries expressed a shared understanding that deepening bilateral relations in that way serves the interests of peace and sustainable development not only for the two countries but also for the Central Asian region and the international community.

 

Deputy Prime Minister and Minister of Economy and Development of Mongolia Uchral Nyam-Osor and Deputy Prime Minister of Investments and Foreign Trade of the Republic of Uzbekistan Jamshid Khodjaev signed a Cooperation Program between the Ministry of Economy and Development of Mongolia and the Ministry of Investments, Industry, and Trade of the Republic of Uzbekistan.

 

Under this Program, the two sides will collaborate to enhance cooperation in trade, economy, and investment, promote business activities and attract foreign direct investment, expand bilateral trade, and improve market access, thereby contributing to the consolidation of bilateral ties and sustainable economic growth.

 

Minister of Foreign Affairs of Mongolia Battsetseg Batmunkh and Minister of Foreign Affairs of the Republic of Uzbekistan Bakhtiyor Saidov signed a Cooperation Program between the Ministry of Foreign Affairs of Mongolia and the Ministry of Foreign Affairs of the Republic of Uzbekistan for 2026-2027.

 

The document outlines the commitment of Foreign Ministries of the two countries to broaden their cooperation by regularly conducting consultations on regional and international matters of mutual interest and facilitating the exchange of information.

 

 

Minister of Justice and Home Affairs of Mongolia Munkhbaatar Lkhagva and Minister of Foreign Affairs of the Republic of Uzbekistan Bakhtiyor Saidov signed a Protocol on Cooperation in the Field of Crime Prevention and Law Enforcement between the Minister of Justice and Home Affairs of Mongolia and the Ministry of Internal Affairs of the Republic of Uzbekistan.

 

This Protocol stipulates collaboration between relevant authorities in the prevention and control of specific types of crimes through the exchange of information and experiences, as well as the organization of meetings, seminars, and consultations within the framework of their cooperation.

 

Minister of Justice and Home Affairs of Mongolia Munkhbaatar Lkhagva and Minister of Foreign Affairs of the Republic of Uzbekistan Bakhtiyor Saidov signed a Protocol on Cooperation between the General Archives Authority of the Ministry of Justice and Home Affairs of Mongolia and the “UZARCHIVE” Agency under the Ministry of Justice of the Republic of Uzbekistan.

 

In line with efforts to expand cooperation in the archive sector, the parties agreed to jointly study documents, introduce digital archiving, share experiences in document restoration and expert exchange, and organize joint exhibitions and academic events.

Minister of Education of Mongolia Naranbayar Purevsuren and Minister of Foreign Affairs of Uzbekistan Baxtiyor Saidov signed an Agreement on Cooperation in Higher Education between the Ministry of Education of Mongolia and the Ministry of Higher Education, Science, and Innovation of the Republic of Uzbekistan.

Under the Agreement, the two sides will promote the exchange of university authorities, professors, researchers, and students, organize joint training and research programs, share information on educational systems, curricula, teaching materials, and software, and jointly host academic conferences, seminars, and training. The Agreement also supports cooperation in innovation, technology, and startup initiatives.


Minister of Industry and Mineral Resources of Mongolia, Damdinyam Gongor, and Minister of Mining and Geology of the Republic of Uzbekistan Bobir Islamov signed a Memorandum of Understanding on Cooperation in the Mineral Resources Sector.

The Memorandum of Understanding establishes the foundation for mutually beneficial cooperation in mineral exploration, extraction, and processing. It aims to enhance the efficiency of the mining sector through technological development and practical collaboration.


Minister of Food, Agriculture, and Light Industry of Mongolia Enkhbayar Jadamba and Minister of Agriculture of the Republic of Uzbekistan Ibrokhim Abdurakhmonov signed an Agreement on Cooperation in Plant Protection and Quarantine between the Ministry of Food, Agriculture, and Light Industry of Mongolia and the Ministry of Agriculture of the Republic of Uzbekistan.


The Agreement facilitates trade in plants and plant products between the two countries by ensuring phytosanitary standards and developing control systems. It includes cooperation in implementing an electronic phytosanitary certification (e-Phyto) system and improving the legal framework to support efficient cross-border trade and transit.


Minister of Food, Agriculture, and Light Industry of Mongolia Enkhbayar Jadamba and Minister of Agriculture of the Republic of Uzbekistan Ibrokhim Abdurakhmonov signed a Bilateral Action Plan for Expanding Cooperation in Agriculture and Food Sectors.


Under the Plan, the two countries will introduce modern irrigation technologies, and implement joint livestock and pasture management projects. Moreover, the parties will cooperate in transplanting 5,000 selected plant seedlings in Mongolia using Uzbekistan’s best practices, fish farming and beekeeping.


Minister of Health of Mongolia Chinburen Jigjidsuren and Minister of Foreign Affairs of the Republic of Uzbekistan Baxtiyor Saidov signed a Protocol on Cooperation in the Health and Medical Sciences Sector between the Ministry of Health of Mongolia and the Ministry of Health of the Republic of Uzbekistan.


The Protocol supports collaboration in training medical professionals and conducting research. It encourages the exchange of experience in telemedicine and digital health information systems, as well as information exchange in areas such as health insurance and modern diagnostics based on advanced technologies.


Minister of Environment and Climate Change of Mongolia Batbaatar Bat and Minister of Foreign Affairs of the Republic of Uzbekistan Bakhtiyor Saidov signed a Protocol on Cooperation in Nature Protection between the Ministry of Environment and Climate Change of Mongolia and the Ministry of Ecology, Environmental Protection and Climate Change the Republic of Uzbekistan.


In compliance with the goals and principles of sustainable development, the Parties will exchange experiences and implement joint projects and programs in the field of environmental protection, particularly, for fighting desertification, land degradation, and climate change, and the protection of water resources, biodiversity, and ecosystem as well as environmental education.


Minister of Culture, Sports, Tourism and Youth of Mongolia Undram Chinbat and Minister of Foreign Affairs of the Republic of Uzbekistan Bakhtiyor Saidov signed an Agreement on Cooperation in Sports Sector between the Ministry of Culture, Sports, Tourism and Youth of Mongolia and the Ministry of Sports of the Republic of Uzbekistan.


Under the Agreement, to improve public health and promote sports activities, the parties will support the mutually beneficial development of cooperation between the two countries in the field of physical education and sports and mutually support the participation of not only athletes but also coaches, referees and sports figures in competitions and international sports events, held in the two countries.


Minister of Culture, Sports, Tourism and Youth of Mongolia Undram Chinbat and Minister of Culture of the Republic of Uzbekistan Ozodbek Nazarbekov signed an Action Plan for Cooperation in Ecotourism between the Ministry of Culture, Sports, Tourism and Youth of Mongolia and the Ministry of Ecology, Environmental Protection and Climate Change the Republic of Uzbekistan


Within the framework of this document, the parties will jointly formulate and implement specific projects and programs for the development of ecotourism, exchange best practices in managing ecotourism destinations, train and build capacity of ecotourism and nature conservation specialists, organize joint conferences, seminars, exhibitions, promote ecotourism destinations, and exchange relevant information and statistical data.


Minister of Culture, Sports, Tourism and Youth of Mongolia Undram Chinbat and Minister of Foreign Affairs of the Republic of Uzbekistan Bakhtiyor Saidov signed a Cooperation Program between the Ministry of Culture, Sports, Tourism and Youth of Mongolia and the Ministry of Culture of the Republic of Uzbekistan for 2025-2028.


Under the Program, the parties have defined the areas of cooperation to be implemented in 2025-2028. For example, the sides will work together to increase understanding of the cultural characteristics and arts of the two countries, preserve and promote intangible cultural heritage, including traditional music, dance, rituals, and folklore, take part in international festivals and competitions, and expand cultural exchange and cooperation at the international level.
