Winter and spring horse racing banned

During its regular meeting on January 30, the Cabinet made a resolution to ban
organizing any horse racing and short and long-distance training of fast horses from
November 1 to May 1 every year. Corresponding ministers and governors of all
levels were assigned to oversee implementation of the resolution.
With a purpose
to implement the government’s resolution No:19 in 2018 regarding horse races of winter and
spring, the Authority for Family, Child and Youth Development delivered a recommendation to
governors of 21 aimags and the capital city, objecting to issue an order on
banning to organize a horse race in their locality and take legal actions if
any horse race and long-distance training are organized without any order.
Since the
government resolution came into effect, horse races were organized in 13 soums
of six aimags, in which 975 child jockeys rode horses. Thus, legal actions have
been taken to 12 cases in compliance with the relevant law.
The horse races
organized in 1996-2017 took lives of 40 children. Also 2199 cases of child injuries
during the horse races were recorded in 2016 and 2223 were recorded in 2017. Of
them, 56-62 percent suffered head injury, 27-37 percent had upper body injury,
12-14 percent had lower body injury and six percent suffered chest injuries.
