Education sector to have master plan to be implemented until 2030

Ulaanbaatar /MONTSAME/. A national conference under the theme, ‘National Education Survey’, took place on May 24. The survey was done in the frameworks of developing the fourth master plan to develop the education sector of Mongolia. More specifically, it was aimed to define the implementation and results of the previous master plans, and find solutions to the issues faced today.


In his opening speech, Minister of Education, Culture, Science and Sports Yo.Baatarbileg highlighted that the survey results will not only be used in developing the master plan, but also in renewing the package laws of education sector as well as in the development of the sector’s policy, planning, and rules and regulations.



The participants noted that when handling matters about the future, being calculative and doing research will be the base for a consistent policy and legal framework. Professor D.Badarch noted that, “We must be attentive about the changes being made to the global trends in teaching theories. For instance, teachers have now become designers of the learning process instead of someone who teaches classes. This means that the plans for the future must not be done with how things used to be done before in mind.”


Representatives of international organizations warn that the goal to ensure inclusive and equitable quality education and promote lifelong education for all  and the Sustainable Development Goals must be met.

After the country’s transition in 1990, education sector of Mongolia had implemented three master plans since 1994. The most recent plan was implemented in 2006-2015, after which the sector has run its operations without a master plan to this day. Thus, at the request of the Ministry with the technical assistance given by the Asian Development Bank, the work to develop the fourth master plan for the education sector was started in June 2018. By developing the plan and having it approved, the education sector will have a “map” for development in 2020-2030.
