Parliament’s last session of 2020 wraps up

Ulaanbaatar / MONTSAME /. The Parliament’s last session of 2020 wrapped up. At the meeting, amendments were made to the Law on Anti-Corruption, the Law on Disaster Protection, the Law on Penalties and Exemption for Social Insurance Contributors, and the Law on Prevention and Response to the COVID-19 Pandemic and Reducing the Adverse Effects on Society and Economy (COVID-19 Mitigation Law) approved.


Speaker of the Parliament G.Zandanshatar said, “We are seeing off the year of 2020 full of challenges. This year, which marks the 30th anniversary of the permanent parliament, marked the beginning of a legal revolution to “revive” the amendments to the Constitution of Mongolia. Today, about 10 basic laws have been approved, including the Law on Anti-Corruption, the Law on the State Great Hural, the Law on the Rules of Procedure of the State Great Hural, the Law on the Government, the Law on Development Policy Planning, and the Law on State Audit. A few days ago, the Law on Administrative Units and their Management was approved. This law, known as the Minor Constitution, marked the beginning of major administrative reforms. The constitutional amendment states that development policy and planning are sustainable.


Accordingly, the “Vision-2050” long-term development policy and the five-year guidelines for the development of Mongolia in 2021-2025 have been approved. In line with this, the working group is finalizing the development of an economic model to support exports, establishing an independent structure for economic development, and enacting a package of laws to support public-private partnerships and wealth creators. In this context, we have set a goal to carry out an economic revolution next year in line with the amendments to the Constitution. We have started the reform of a parliament that discusses and consults with the people, which is a basic principle of democracy, and enacts laws that ensure the people's right to govern. In order to become a transparent, paperless and e-parliament, lawmaker.mn and lawforum.mn have been introduced to the public. As a result, we have created a new system where we draft and discuss laws and resolutions with our citizens.


I would like to ask the members of the Parliament to use this system on a regular basis and pay special attention to ensuring public participation in the legislative process and reflecting their views. This includes all laws, including the Law on Education, the Law on State and Local Property, and Article 6.2 of the Constitution. Our parliament has made many important decisions to protect people's livelihoods and economies from COVID-19 pandemic. During the quarantine regime, the State Great Hural (Parliament) continued its activities, held electronic meetings, and passed laws and resolutions to combat the pandemic. Mongolia became the second country after Britain to have a pandemic control law. The British experience was studied and this law was passed. Today, the law has been extended for another six months.


In addition, a law was passed to provide tax breaks for rental income and exempt social insurance contributors from fines and penalties. Taxpayers will be exempted from tax penalties and fines. 1.2 million children will receive monthly allowance of MNT 100,000 until July 1, next year, and bank loan interest rates and mortgage interest rates have been reduced. Mortgage interest rates are now 6 percent. Next year, the loan interest rate is expected to reach single digits. Therefore, the working group which was established by the order of the Speaker of the Parliament met yesterday and submitted a resolution of MNT1 trillion economic stimulus program in order to maintain macroeconomic balance, protect the financial capacity of participants in the real economy, support employers and wealth creators during the COVID-19 crisis, etc. On the eve of the New Year, we will address a pack of issues to stimulate the economy and support small and medium enterprises with low-interest loans even after the pandemic. Thus, the State Great Hural will continue to pursue its policy of protecting the country, its citizens and economy from the pandemic, creating a healthy and safe environment, and supporting production, business and economy in 2021.


In the coming 2021, we want a legal revolution to build a state that values ​​justice, discipline, and respect for its citizens and will carry out the mission of building a world-class Mongolian with a humane morality and carrying out a social revolution to build a corruption-free and peaceful society. We will celebrate the 100th anniversary of the People's Revolution with this mission. I am confident that the Mongolian people will soon be free from the threat of COVID-19 and will celebrate the 100th anniversary of the People's Revolution with the success of the legal, economic and social revolution.
