“Open Parliament: Expert” Senior Experience Sharing Program to Be Implemented

Ulaanbaatar, July 4, 2025 /MONTSAME/. The opening of the “Open Parliament: Expert” program, aimed at drawing on the experience of the senior generation, was held on July 3, 2025, at the Government Palace.
To support the social participation and employment of senior citizens, increase their income, and protect their health, the State Great Khural (Parliament) demonstrates leadership in implementing the Law on the Elderly and exerts positive influence by implementing the "Open Parliament: Expert" program, prioritizing intergenerational relations and succession. The program facilitates the engagement of knowledgeable and experienced senior citizens in the activities of working groups established by the orders issued by the Speaker of the State Great Khural, enabling the elderly generation to share their expertise with Members of Parliament and increasing their participation in policy-level decision-making.
On this occasion, Deputy Chairman and Member of the State Great Khural Bulgantuya Khurelbaatar stated, “The amendments to the Law on the Elderly adopted in 2024 included a regulation requiring organizations with 50 or more employees to employ senior citizens comprising up to 2 percent of total staffing and exempting working seniors from paying social insurance contributions. Furthermore, every organization is now obliged to allocate funds from its annual budget to the Senior Citizens’ Fund.”
Member of the State Great Khural Saranchuluun Otgon emphasized, “The implementation of this program is significant in reflecting the voices of experienced seniors in the law-making and policy-determining procedures of the State Great Khural, enabling their oversight of the execution of legislations, ensuring public transparency of operations, increasing participation, supporting the employment of seniors, and connecting intergenerational knowledge and experience transmission."
As a result, 14 Members of Parliament will work with the 15 seniors selected from 122 seniors who had submitted requests to participate in the program. The selected seniors will not only cascade their gained knowledge on the law-making, policy-determining, and monitoring activities of the State Great Khural to the public and representatives of senior citizens, but they will also advise Members of the State Great Khural, leveraging their own knowledge and experience.
