Infrastructure in rural areas to be developed

Ulaanbaatar /MONTSAME/. The cabinet, at its meeting held on June 1, approved to implement a set of projects and measures of ‘Soum development: Engineering Infrastructure Supply’ with the aim of developing infrastructure in soums – the second level administrative division of the country, and create favorable livelihoods in the rural region. 


The projects and measures will cover 59 soums of 19 aimags of the country and build infrastructure in the given regions. The select 59 soums were chosen on the basis of their population, geographical location, environmental and ecological vulnerability, social and economic growth rate, available water supply sources, etc. The government is targeting to achieve following in the soums by 2024: 


  • To provide adequate drinking water supply and treat wastewater through treatment facilities,
  • To provide with supply of drinking and heating water,
  • To build engineering network lines sufficient for up to 40 percent of the population, equal to around 31,000 rural residents,
  • To reduce internal movement and create favorable living situation in the soums,
  • To enable local micro businesses and production. 

The Ministry of Construction and Urban Development has carried out a project ‘Reform in the soum center’, which resulted in connection of centralized water heating system, reduction of the number of pit latrine used in the soum by over 10, additional heating stoves at offices to help decreasing air and environmental pollution, an increase of number of children to have access to kindergartens and the rise in land price. 


The ‘Soum development: engineering infrastructure supply’ program will cost around MNT 238 billion and will be made available by state budget investment and foreign loans and assistances.
