Revised draft Law on Seeds and Varieties of Plants discussed

Ulaanbaatar /MONTSAME/ MP and Head of the Parliamentary Standing Committee on Environment, Food, and Agriculture Kh.Bolorchuluun together with relevant officials met with FAO Senior Seed Officer Wilson Hugo and International Legal Consultant Raushan Zhazykbayeva on June 4.

The Food and Agriculture Organization of the United Nations and the International Union for the Protection of New Varieties of Plants are providing technical consultancy services for creation of the revised draft Law on Seeds and Varieties of Plants, which is reflected in the Government policy on Food and Agriculture sector, Action Program of the Government of Mongolia for 2016-2020, as well as the General Guidelines to Improve Mongolian Laws.

The relevant ministry is developing the draft law to submit it to the Parliament within the spring session, the standing committee head informed. The draft law has two main parts, which are seed sector development and intellectual property rights (IPR) protection for plant varieties. 

The experts highlighted the IPR protection for plant varieties is of high significance in promoting the production of a new plant variety, which takes at least 15 to 20 years. They also gave emphasis to establishment of a body responsible for registering the new varieties and implementing the seed policy.

“It is important to determine the seed policy and manage it through a unified system as well as to consider the issues of registration and certification of seeds and varieties, seed production, and protection of new varieties when developing the law” said Mr. Wilson Hugo.

MP Kh.Bolorchuluun extended gratitude for the cooperation and noted that their recommendation will be taken into account. Planting from seeds that match the characteristics of our country will increase crop productivity and benefit the economy, he said.
