Drug Enforcement Department to Operate as Independent Unit

Ulaanbaatar, September 10, 2025 /MONTSAME/. Under Government Resolution No. 29, issued on July 23, 2025, titled “Certain Measures to Combat the Illicit Circulation of Narcotic Drugs and Psychotropic Substances,” the Cabinet tasked relevant authorities with conducting a study on transforming the Drug Enforcement Department of the General Police Department into an independent agency.
Amendments to the Law on the Control of Narcotic Drugs and Psychotropic Substances, the Criminal Code, the Criminal Procedure Code, and other relevant laws are now required. Until the necessary legal framework is established, the Cabinet has decided at today’s session to expand the Drug Enforcement Department into an independent unit under the current police structure.
During its session, the Cabinet also approved changes to the names of certain units within the central police organization. The Investigative Department will now operate under the new name "Criminal Investigation Department," while the Case Registration Department has been renamed "Crime and Offense Investigation Department."
According to data reported by the Government
Media and Public Relations Department, between 2021 and the first half of 2025,
a total of 1,021 drug-related crimes were recorded nationwide, involving 987
individuals. In the first half of this year alone, 112 criminal cases related
to narcotic drugs and psychotropic substances were registered, with 97
individuals being investigated as suspects. This marks a 4.5 percent increase
compared to the same period last year. Notably, 51 percent of those involved in
drug-related crimes were youth and young adults between the ages of 13 and 25.
