Oyun-Erdene Luvsannamsrai: All Government Policies Should Be Directed Toward the Wellbeing of Children

Ulaanbaatar, May 7, 2025 /MONTSAME/. The National Council for Children of Mongolia, headed by Prime Minister of Mongolia Oyun-Erdene Luvsannamsrai, convened on May 6, 2025.
The Meeting coincided with the centennial of the establishment of the children's
organization and movement in Mongolia. Prime Minister Oyun-Erdene expressed his
gratitude to the generations of contributors who worked in the field of
children, families, and education in Mongolia, as well as the Members of the
National Council, and congratulated them on the anniversary.
Minister of
Family, Labor, and Social Protection of Mongolia, and Deputy Chairman of the National Council
for Children Enkh-Amgalan Luvsantseren presented the policy to support child
and family development, its system, legal reforms, and the updated regulations,
procedures, and activities of the Fund for Children. The Law on Child
Protection was revised in 2024, improving the child protection system,
management, regulation, types of services, and financing and control. The child
protection budget has been increased annually, from MNT 6 billion in 2020 to MNT 13.9
billion in 2024 and MNT 20.8 billion in 2025.
The
Government is working to further improve the national child development system.
As the environments and conditions in which children's rights are violated and
violence against children is largely dependent on the family, the draft Law on
Family and Family Support has been developed. For example, the Law on Family
Support needs to reflect numerous issues, including encouraging birth for population
growth, financial and housing support for families, ensuring a safe environment
and work-life balance, and social and psychological services for families.
Government
Resolution No. 139 of 2024 approved the revised Regulation on Children's Fund and defined
the spending of the Fund. The revised regulations reflected issues including construction,
expansion, and renovation of new buildings and facilities for children, the
purchase of equipment necessary for facilities dedicated to children, and the
creation of a safe and comfortable environment for children in the local area, specifically
safe for children with disabilities, as well as receiving, studying, and sorting
the issues. To date, the fund has accumulated MNT 25 billion in revenue, and MNT 781.4
million has been spent on rewarding 217 successful children and supporting
children with disabilities. The Ministry of Family, Labor, and Social
Protection of Mongolia has received a total of 19 proposals for projects to be financed by
the Fund in 2025, and all the proposals were presented at the meeting of the
National Council for Children.
This year, the centennial of the establishment of children’s Organizations and Movements in Mongolia is being celebrated under the theme "Children-Love-Future".
Head of the Authority
of Child and Family Development Protection and Secretary of the National
Council for Children Bayarsaikhan Baljinnyam introduced the characteristics of
children's organizations and activities in Mongolia. The Members of the
National Council for Children expressed their opinion that it would be
effective to implement child and family development and protection actions in
all sectors through the National Council for Children, to develop a five-year
strategic plan and implement it sustainably, and to promote child development
at the national level.
UNICEF
commended the Government of Mongolia for its policy on child development,
participation, and prevention of child rights violations, for earmarking budgets
for it, and urged the Government to pay attention to improving
interdisciplinary coordination and raising the status of child-related
organizations in the future.
In addition,
the Members of the National Council called for special attention to family issues, the
development of children, and the development of facilities for children’s leisure-time
activities throughout the country, the operation of the Student Council in collaboration
with schools and local authorities, the issue of young children becoming
victims of sexual violence, a comprehensive approach to child protection, and
the cooperation between child-related and other government agencies.
Stating that
all Government policies should be directed toward the well-being of children
and young people, who are the future of the country, Prime Minister of Mongolia and Head of
the National Council for Children Oyun-Erdene called for increased
participation in favor of the rights and interests of children and cooperation
between the government and the private sector, as well as the public.
The Government has declared 2026 as the “Year to Promote Education.” In line with this, the Government is working to implement the family education program on a national scale and provide equal and accessible education to all children. To ensure that all schools have one shift nationwide the Government is conducting studies and calculations for building necessary schools and the financial issues. The Prime Minister noted that the activities and spending of the Children’s Fund should be open and transparent to the public and instructed relevant officials to thoroughly examine projects and activities to be implemented in 2025 with the funding of the Children’s Fund, and present them to the Cabinet Meeting. The National Council for Children decided to discuss the works to be implemented at the next meeting.
