Ulaanbaatar City Council Approves 2026 Budget

Ulaanbaatar, December 8, 2025 /MONTSAME/. The Citizens Representative Khural of the Capital City (Ulaanbaatar City Council) continued its irregular 8th session on December 5, 2025, adopting the city’s 2026 budget.
According to the Governor’s Office of Ulaanbaatar, the 2026 city budget anticipates total revenues of MNT 4,625.8 billion, with base revenues projected at MNT 3,495.9 billion and base expenditures at MNT 2,616.8 billion. The city will contribute MNT 263.7 billion to the state budget. Operating expenses are planned at MNT 1,517.3 billion, while MNT 2,007.4 billion is earmarked for capital investment projects and activities, and MNT 13.8 billion is planned as financial support for districts.
The
2026 capital investment program includes 265 projects and activities, with 52.7 percent directed to roads, 32.3 percent to urban development and
engineering infrastructure, 8.2 percent
to social sectors, and 6.8 percent
to other areas. Projects include the construction of 50.4
km of new roads and related structures across 12 locations, and 33.8
km of road renovations. Additionally, pedestrian
overpasses will be built in two locations, and 31 km of street lighting will be installed.
To
strengthen Ulaanbaatar’s infrastructure, engineering structures, and utility
networks, 29 projects totaling more than MNT 477 billion
will be implemented in 2026. This includes MNT
12.6 billion for 15.1 km of stormwater drainage systems
in 12
locations, and MNT 2.4 billion
for a new substation near Selbe and Dambadarjaa.
Moreover, MNT 42.6
billion will be allocated
to the Local Development Fund. Projects such as expanding street surveillance camera coverage, enhancing green
spaces and landscaping, and constructing flood-protection channels
will be financed under the 2026 city budget.
