‘Mid-term Education Sector Development Plan 2030’ presented

Ulaanbaatar /MONTSAME/ Asian Development Bank's Country Director for Mongolia Pavit Ramachandran presented the draft Education Sector Master Plan - ‘Medium Term Education Sector Development Plan 2030’ - to Minister of Education, Culture, Science and Sports Yo.Baatarbileg. The hand-over ceremony was attended by First Secretary Hiromichi Miyashita of the Embassy of Japan in Mongolia, senior officials of the education ministry, and project team members.


Mr. Pavit Ramachandran emphasized that the draft includes five key policy goals aimed at strengthening the current quality education system that supports lifelong development of Mongolian people and reforming the system’s structure.

Minister Yo.Baatarbileg thanked all of those who took part in developing the draft plan and expressed his hope that it will serve as a ‘compass’ for the sector’s development.


In February 2018, Ministries of education and finance of Mongolia signed a memorandum of understanding with ADB on the project titled ‘Supporting the Development of an Education Sector Master Plan’. In accordance with the MoU, an ADB technical assistance team and working groups set up by the Minister of Education have drafted the plan for 18 months since June, 2018.


Those who developed the draft plan claim it ensures stakeholder engagement more than ever, encompasses suggestions made by civil society organizations, the community and parents, and introduces decisive development approaches that aims at comprehensive development of Mongolian people, political independency of educational strategies and senior-level appointments, and quality improvement.


To be specific, it aims to introduce curriculum programs and quality education that suit cognitive, language, and behavioral characteristics and social development levels of students and merit-based human resource policies.


Also, goals and strategies for lifelong learning and accessible education system that will allow citizens of all ages to constantly better themselves and improve their quality of life are proposed in the draft plan.
