National Discussion on Political Finance Integrity

Ulaanbaatar, November 25, 2025 /MONTSAME/. The General Election Commission (GEC) of Mongolia, in collaboration with the Open Society Forum, convened a National Discussion on Political Finance Integrity on November 24, 2025. The event was supported by the Peace and Human Rights Division of Switzerland’s Federal Department of Foreign Affairs (FDFA), through the Swiss Agency for Development and Cooperation (SDC).
In his opening remarks, GEC Chairman
Delgernaran Purevee emphasized the need for transparency in political party
operations, noting that local participation is key to openness in financing, internal
democracy, and unified national policies. Over half of the 130 delegates in
attendance were provincial finance experts, underscoring the importance of
safeguarding party funds.

Chairman Delgernaran highlighted that the GEC has approved regulations to implement the Law on Political Parties and is working closely with political organizations. He also emphasized Mongolia’s commitment to international standards, pointing out that it is the first Asian country to join the Open Government Partnership (OGP) Challenge to digitize oversight and strengthen accountability.
Gerelt-Od Erdenebileg, Associate
Professor at the School of Humanities and Social Sciences of the Mongolian National
University of Education and Doctor of Political Science, presented a report, “Changes,
Reforms, and Challenges Faced by Political Parties.” He explained that the
2019 constitutional amendments required parties to function in a political,
transparent, and democratic manner, while the revised Law on Political Parties
was adopted through the initiative and leadership of the parties themselves.

Professor Gerelt-Od stressed the importance of reforming party rules to align with legal principles and ensure internal democracy. He also highlighted the need to transform internal party culture – unwritten norms and attitudes among members – and foster a genuine willingness to uphold the law.
The conference brought together representatives from state institutions responsible for enforcing the Law on Political Parties, along with local party members, financial experts, civil society organizations, researchers, and academics.
