Study Finds Young Mongols Value Flexible Hours, Work Environment Over Pay

Ulaanbaatar, October 31, 2025 /MONTSAME/. Young people in Mongolia value the workplace environment, organizational culture, and flexible working hours more than salary, according to the study “Transition of Mongolian Youth from Education to Employment.”
The study also reveals that many young jobseekers tend to rely on informal channels and personal connections when looking for work, a trend that negatively affects the enforcement of labor contracts and protection of labor rights.
Although youth participation in the labor market has improved in recent years, issues such as employment in their field of study, meeting workplace requirements, and attitudes toward work remain areas of concern.
To amplify youth voices and jointly discuss employment and prospects, the Ministry of Family, Labor, and Social Protection of Mongolia, in cooperation with the Asian Development Bank (ADB) and the YOUTHinc—Young Mongolian Professionals Association, organized the “Youth Employment Forum.” The forum aimed to align human resource and employment policies with current social and economic needs.
During the event, the Ministry of Family, Labor, and Social Protection, together with ADB, presented the results of the study and preliminary findings of the consultancy report “Evaluation of Public Employment Services.”
At the forum, Minister of Family, Labor, and Social Protection Aubakir Telukhan said, “Fully utilizing young people’s knowledge and talent is the foundation of economic growth and sustainable social development. We have been implementing a range of initiatives to support youth employment. Based on your voices, participation, and research outcomes, we will continue to strengthen employment policies.”
More than 200 participants from government and private sectors, international organizations, civil society, educational institutions, and youth representatives attended the forum. Young people, aged 15–34, account for about 30 percent of Mongolia’s total population.
