Prime Minister Instructs to Establish Regional Councils and Develop Regional Development Plans

Ulaanbaatar, January 14, 2025 /MONTSAME/. The Cabinet of Mongolia held an expanded session on January 14, 2024, at the State Palace. 


At the session, Prime Minister Oyun-Erdene Luvsannamsrai instructed Deputy Prime Minister Amarsaikhan Sainbuyan to establish Regional Councils and present their operating procedures and organizational structure. Chairpersons of Citizens’ Representative Khurals and Governors of Aimags and the Capital City were tasked with organizing regional development plans until 2040 and providing support for the implementation of 14 mega projects and 14 legal reforms reflected in the Joint Government’s 2024-2028 Action Program.


The priority areas of the regions are defined as follows:

 

  • Khangai region as “Traditional livestock breeding specialized region and urban development sub-region”,
  • Western region as “Energy specialized region and nature tourism sub-region”,
  • Northern region as “Nature tourism specialized region and industrial sub-region”,
  • Gobi region as “Industrial specialized region and green energy sub-region”,
  • Central region as “Agricultural specialized region and industrial sub-region”,
  • Eastern region as “Historical tourism specialized region and intensive agriculture sub-region”,
  • Ulaanbaatar region as “International banking, finance, and business development center”.

The Government plans to implement various development and construction projects in 2024-2028 that encourage socio-economic development of the regions including:

 

  • The “Five Circles” for Regional Development (TAVAN TOIROG), highways interconnecting the aimag centers and with the border crossings,
  • The Buir Lake water port and 4C airport in the eastern region,
  • The Erdeneburen hydropower station in the western region,
  • The Egiin Gol hydropower station in the northern region,
  • The New Zuunmod city in the Central region,
  • The New Kharkhorum city in the Khangai region,
  • The Tavan Tolgoi power station, the Oil Refinery, the cross-border railway and cargo transshipment terminal at the Gashuunsukhait-Gantsmod, Khangi-Mandal, and Shiveekhuren-Sekhee ports in the Gobi region,
  • and Projects to develop the Eastern and Western vertical economic corridors.


The Chairpersons of Citizens Representative Khurals and Governors of Aimags and the Capital City attended the Cabinet session.
