Prime Minister inspects construction work of Selbe subcenter

Ulaanbaatar/MONTSAME/. Today, Prime Minister L. Oyun-Erdene,
accompanied by Governor of the capital city and Mayor of Ulaanbaatar D.
Sumiyabazar, got acquainted with the construction work of Selbe subcenter in
the 10th khoroo of Chingeltei district.
Highlighting an importance of Selbe subcenter’s construction
work for the city development as it encompasses territories of 10th, 11th, 12th
and 13th khoroos of Chingeltei district, Governor D. Sumiyabazar informed that the
municipality intends to establish 10 such subcenters in the capital. He said,
"Partial solutions of main trunk infrastructure will be made for Bayankhoshuu,
Selbe, Tolgoit, Denjiin Myanga, Sharkhad and Uliastai subcenters, and soft
infrastructure or social facilities will be built around them. When public
services will become available at the subcenters, plot areas owned by citizens come
into circulation, raising the land prices.”
The Ulaanbaatar Urban Services and Ger Areas Development Investment Program (GADIP) is currently being implemented in the capital city with the financing from the Asian Development Bank (ADB), the European Investment Bank (EIB), and the Municipality of Ulaanbaatar, with a purpose to ensure implementation of the main policy document ‘Amendment to the Ulaanbaatar City Urban Development Master Plan 2020’ and ‘Development Directions 2030’.
Within the framework of the GADIP, a three-tranche project is now under implementation with a view to decentralize by making the city multi-centered as well as reduce air and soil pollution.
The project’s first tranche started with the construction work of Bayankhoshuu and Selbe subcenters, with a current progress of 95 percent. Under the second tranche, Dambadarjaa and Denjiin Myanga subcenters will be constructed. Currently, the feasibility study, planning and blueprints of Dambadarjaa and Denjiin Myanga subcenters have been approved, with an intention to announce a tender this year. As planned, the construction of social facilities including 150- and 240-children kindergartens, business incubator and vocational training centers as well as sport facilities will be built.
The construction works of total six subcenters are scheduled to be complete in 2024. With the commissioning of the subcenters, the main trunk infrastructure will be available to construct apartments for 60,000 households.
After hearing the introduction, Prime Minister L.
Oyun-Erdene gave an instruction to Governor Sumiyabazar to consult with
Minister of Construction and Urban Development for making a plan on which
government organizations will be moved to the six subcenters after their commissioning,
as well as report its progress at the Cabinet meeting.
The PM assigned the governor not to allow the construction of office buildings of the government organizations in the city center, but promote government organizations to move to the outskirts of the city. In addition, the PM suggested the governor organizing a partnership meeting with the private sector, which will be effective to put the plot areas owned by ger area citizens into economic circulation and increase the land price.
Other cities have 5-6 main roads, while we have only one, which triggers the traffic congestion. Therefore, the government will take part in it. The six subcenters can be increased to 10 by resolving overcrowding. “However, the most polluted areas and areas with poor infrastructure need to be planned,” added the PM.
