Irregular session of the parliament opens

Great Khural (Parliament of Mongolia) opened its irregular session today at 10
am with 73.3 percent turnouts.
In his opening speech,
Speaker G.Zandanshatar appealed MPs to join forces to bring three main issues
on focus during the irregular session. “First, it necessitates of strengthening
parliamentary governance and realizing reform. A mission of the parliament is to
ensure governance of the people, being faithful to the oath taken for Mongolia.
The irregular session will have a feature to implement
clauses on improving disciplines and responsibility of Members of the
Parliament, which are reflected on the Law on Procedure of the Parliament. Moreover,
a working group has been set up to formulate bill on amending the Law on
Procedure of the Parliament, introduce good international examples and renew
strategy plan of the parliament.
Second,
it is time to amend the Constitution of Mongolia. This parliament has a
historic opportunity to keep the balance of state power, ensure independence of the judiciary and make
administrative and territorial reforms. A working group responsible for
amending the Constitution is holding meetings and consultations with political
parties, scholars and experts to hear their opinions. The amendments to the
Constitution will be considered during the spring session of the parliament to
make a historical step for Mongolia’s future.
Third, it is vital to
implement parliamentary function of oversight. Lacking parliamentary oversight
function causes a crisis in the legal governance that ensures human rights and
justice. The court decision on the murder case of former parliamentarian S.Zorig made
doubts in people’s minds and even Inter-Parliamentary Union (IPU) sent a statement.
I think that we need to accept IPU’s proposal to cooperate on resolving the
case.”

Consultation on appointment of the Chief of the General Staff of the Mongolian Armed
Forces

on appointment of the Deputy Prosecutor General
-Appointment
of the Director and Deputy Director of the Independent Authority Against
Corruption.
