Premiers J.Erdenebat and Li Keqiang hold official talks

Ulaanbaatar /MONTSAME/ Today, May 12, Prime Minister of Mongolia J.Erdenebat and Premier of the State Council of People’s Republic of China Li Keqiang held official talks. The parties mainly exchanged views on the intensification of trade and economic cooperation, environmental protection and climate change impacts.

PM J.Erdenebat underlined that increasing exports of mining products, including iron ore and coal and agricultural and animal origin products to China is significant to economic revival of Mongolia.

The Premiers also exchanged views on cooperation in a complex project to produce end products and liquid fuel and synthetic gas from coal, based on Tavan Tolgoi mine; raising capacity of some border stations and granting them international status, using air space over Mongolia in flights connecting China and Europe, opening new air gates and collaborating in infrastructure and air pollution fields.

The talks also touched upon cooperation issues on starting the project to construct power plant based on Shivee-Ovoo coal mine immediately, implementing ‘Kherlen Gobi” project together with China and realizing big infrastructure projects that widen cooperation of Zamiin Uud and Ereen border points.

The Premiers agreed upon cooperation and experience sharing in a project to reduce air pollution of Ulaanbaatar city. Premier of the State Council Li Keqiang said that China is ready to help Ulaanbaatar to reduce its air pollution not only through financial aids, but also sharing good practices and experiences.

Moreover, the parties talked about cooperation possibilities within the framework of Chinese “South-South cooperation” and ‘South-South Climate Cooperation Fund’ which aims for mitigation of climate change. 

After the official talks, the two Premiers witnessed the signing of the following bilateral cooperation documents:
 
1.    Intergovernmental Memorandum of Understanding between the governments of Mongolia and China on coordinating Development Road and Belt and Road initiatives
2.    Intergovernmental Memorandum of Understanding between the governments of Mongolia and China on establishing a joint council of humanitarian exchange between Mongolia and China
3.    Memorandum of Understanding between Ministry of Foreign Affairs of Mongolia and Ministry of Commerce of China on strengthening trade,  investment and economic ties
4.    Intergovernmental agreement between the Governments of Mongolia and China on economic and technical cooperation
5.    Memorandum of Understanding between Ministry of Education, Culture, Science and Sports of Mongolia and Ministry of Science and Technology of China on cooperating to develop science park and innovation infrastructure
6.    Exchange of letter on launching a project to improve living conditions of Mazaalai or Gobi Bear
7.   Exchange of letter on building two secondary schools and a kindergarten within the “Building project for secondary school and kindergarten”
8.    Memorandum of Understanding between Ministry of Foreign Affairs of Mongolia and Ministry of Commerce of China on commencing a joint a study on possibilities to establish a Free Trade Agreement between Mongolia and China
9.    Program between Mongolia’s Ministry of Justice and Home Affairs and China’s Ministry of Public Security for cooperation in 2017-2020
10. Memorandum of Understanding between Ministry of Education, Culture, Science and Sports of Mongolia and Ministry of Science and Technology of China on implementing Young Scientists’ Exchange Program
11. Memorandum of Understanding between General Agency for Specialized Investigation of Mongolia and General Administration of Quality Supervision, Inspection and Quarantine of China on quarantine and inspection during  transportation of meat products
12. Plan of cooperation in 2017 Cooperation plan between General Agency for Specialized Investigation of Mongolia and General Administration of Quality Supervision, Inspection and Quarantine of China
13. Conventional loan agreement on a project to build 321-meter long Bayanzurkh bridge and 289.4-meter long Sonsgolon concrete bridge over the Tuul River with the funding of USD 500 million soft loan to be granted by the Government of China.
14. Conventional loan agreement on a project to build Ulaanbaatar-Mandalgobi electric transmission line and substation with the funding of USD 1 billion soft loan to be granted by the Government of China
15. Memorandum of cooperation on a joint study by Mongolian Energy Ministry and China Datang Corporation on reducing air pollution of Ulaanbaatar city
16. Memorandum of Uvurkhangai aimag of Mongolia, Hai Chuan Group of China and Jarvis Mongolia LLC of USA to establish meat plant
17. Power purchase agreement between the National Power Transmission Grid state-run enterprise of Mongolia and Energy International Cooperation Company of Inner Mongolia, China
18. General agreement of cooperation between the Mongolian Mining Corporation (owner of Energy Resources LLC) and Inner Mongolia Baotou Steel Plant
19. Document of Mutual Understanding between Mogul Power LLC and SPIC /State Power Investment Corporation/ Inner Mongolia Co.Ltd
20. Agreement between Erdenes Steel LC (jointly with Beren company) and Northern Heavy Industries Group Co.Ltd of China on cooperating in coke and steel factory
21. Cooperation agreement between Ganit Group of Mongolia and Junmin Juyuoi a technological company.
