据蒙古国中央银行官网 5月25日发布的消息，国 际评级机构惠誉（Fitch Ratings）当日宣布将维 持蒙古国主权信用评级 为“B”级，展望评级为“ 稳定”。 惠誉认为，蒙古国国家 治理和人均收入情况好于 主权信用评级为“B”级的 其他国家，但是现有经济 基础水平、易受外部风险 冲击的脆弱性以及政局不 稳等因素对提升蒙古国主 权信用评级产生了负面影 响。在对蒙古国2021年经 济复苏水平、政府债务余 额和国民生产总值进行综 合评估的基础上，惠誉作 出了上述决定。 惠誉预测，2021年蒙古 国经济将得到复苏，增速 将达5.0%。蒙古国矿业领 域生产和出口量的稳步增 长、新冠疫苗接种工作的 顺利实施、疫情防控级别 的有序降低以及对家庭和 企业的资金支持等多项措 施的进一步落实，将为蒙 古国商业发展注入新的活 力。 2021年，蒙古国国家预 算赤字占国内生产总值的 比重从2020年的9.5%将降 至5.3%。与此同时，惠誉 还预测，2021年，蒙古国 政府债务累计余额占国内 生产总值的比重将达74%， 这将超过同样处在主权信 用评级为“B”级的其他国 家政务债务累计余额占国 内生产总值的平均比重， 即仍高于68%的平均水平。 同时，惠誉认为，蒙古国 经济中期增长前景较好、 疫情前期财政记录与国家 预算保持一致，这将促进 财政政策的持续正常化， 并使政府债务动态监控处 于下行轨道。 惠誉认为，2021年，蒙 古国经济的持续增长和经济 政策的连续性将有利于改善 该国银行业的经营环境。虽 然受新冠疫情影响，蒙古国 银行业重组贷款激增，约占 总贷款的22％，但是，支持 经济复苏的优惠贷款计划将 缓解2021年蒙古国资产质量 压力。
