Mongolia and Turkmenistan Sign a Joint Declaration on Developing Bilateral Cooperation

Ulaanbaatar, June 2, 2025 /MONTSAME/. At the invitation of President of Mongolia Khurelsukh Ukhnaa, President of Turkmenistan Serdar Berdimuhamedow is paying a State Visit to Mongolia on June 1-2, 2025.
The two Heads of State held a
press briefing on the outcomes of their official talks, emphasizing that the
reciprocal State Visit in less than a year is a clear indication of the commitment
to expanding the traditionally friendly relations and cooperation between the two
countries.

I extend my warm greetings to you
all.
I would like to express my heartfelt gratitude to His Excellency President of Turkmenistan Serdar Berdimuhamedow for accepting my invitation and paying a State Visit to our beautiful country of Mongolia, the land of ancient history and the eternal blue skies.
I am pleased to recall the first State Visit of the President of Mongolia in October 2024, to your beautiful country, which is the hub of the “Silk Road” connecting Asia and Europe and the White Fairy of Central Asia, at your invitation. This is the first State Visit of the President of Turkmenistan to Mongolia since the establishment of diplomatic relations between our two countries more than 30 years ago, and I would like to emphasize its extraordinary importance in opening a new page in the history of the relations and cooperation.
During the State
Visit of Your Excellency, Mr. President, we reviewed the implementation
and results of the cooperation documents signed during the State Visit of the President
of Mongolia to Turkmenistan in 2024 and discussed in detail the further
expansion of relations and cooperation. As a result of our official talks, we issued a
Joint Declaration on Developing Bilateral Cooperation between Mongolia and
Turkmenistan. I am confident that this document would set the future direction
and define the roadmap of cooperation between the two countries and greatly
contribute to expanding and developing relations between the two countries in
all areas.
During the State Visit of the President of Mongolia to Turkmenistan in 2024, a number of documents were signed, including the Intergovernmental Agreements Aviation and Road Transport Relations and the Inter-Ministerial Agreement on Cooperation in the Livestock Sector, which laid the foundation for cooperation in the fields of transport, logistics, tourism, agriculture, and veterinary medicine. During the State Visit of the President of Turkmenistan, Your Excellency, we have signed 14 intergovernmental and inter-agency cooperation documents, enriching our relations with trade, economy, customs, light industry, science, culture, education, media, and healthcare cooperation.
Specifically, I would like to highlight the establishment of an Intergovernmental Agreement between Mongolia and Turkmenistan on Establishing a Joint Commission for Bilateral Cooperation, a General Intergovernmental Agreement between Mongolia and Turkmenistan on Economic Cooperation, and a Medium-Term Intergovernmental Program between Mongolia and Turkmenistan on Developing Cooperation in Trade, Economy, and Investment for 2026-2028.
Your Excellency, Mr. President,
I would like to highlight and express my deepest gratitude for your contribution and dedication to expanding and developing the traditionally friendly relations between Mongolia and Turkmenistan. It is delightful to note that the priority areas for bilateral cooperation agreed upon in Ashgabat in 2024 have already begun to be realized and put into tangible action.
In particular, we have established the Mongolia-Turkmenistan Inter-Governmental Commission under our agreement to create mechanisms aiming at strengthening cooperation. We have also established a Joint Committee on Road Transport, a Joint Committee on Agriculture, and a Joint Committee on Veterinary Medicine and Animal Husbandry, which would play a key role in expanding collaboration in these sectors. During the State Visit, we have signed a document on cooperation in the light industry sector, which lays the groundwork for joint projects and programs that would promote partnership in food, agriculture, light industry, and small and medium-sized enterprises.
Under the “White Gold” National Movement initiated by the President of Mongolia, we agreed to align Mongolia’s wool and cashmere production with Turkmenistan’s cotton and yarn spinning industries to manufacture knitwear and textiles, implementing projects that would serve as symbols of our bilateral relations. We believe this will be vital in expanding our trade turnover and diversifying the range of exported and imported goods.
Also, during the State Visit, a Mongolia-Turkmenistan Business Forum is taking place, along with a Turkmen carpet and handicrafts fair, which further strengthens the ties and network between the businesses and producers, promotes our countries to one another, and boosts people-to-people exchanges. I would like to express my gratitude for the first Joint Cultural Performance held in Ulaanbaatar under the auspices of the Presidents of the two countries, where Turkmen artists have brought musical joy to their Mongolian friends with the rich culture and arts of Turkmenistan, creating warm and lasting memories together.
Mr. President, as we agreed to make education cooperation a priority area of bilateral relations, we signed a document that will serve as the basis for close cooperation in education and science. I am confident that enrolling students from the two countries into government scholarship programs would nurture the skilled professionals who would act as bridges between Mongolia and Turkmenistan.
Under our decision to foster city-to-city cooperation, I am pleased to note that Ulaanbaatar and Ashgabat have established sister-city relations. We have also mutually affirmed our commitment to intensify cooperation within the United Nations and other international organizations. This year marks the 30th anniversary of the UN’s recognition of Turkmenistan’s status of permanent neutrality. I extend my heartfelt congratulations on this milestone to you, Mr. President, and, through you, to the friendly people of Turkmenistan.
I would also like to express my gratitude to Turkmenistan for acceding as a full member to the “Multilateral Agreement on the Establishment of an International Think Tank for Landlocked Developing Countries” initiated by Mongolia. I am confident that Turkmenistan would actively participate in the Institution’s efforts to overcome the challenges facing landlocked developing countries, formulate development policies, and facilitate the exchange of experience.
I am fully confident that our talks and mutually agreed-upon decisions will be realized for the prosperity of our two countries and the well-being of our two peoples, and that the relations and cooperation between our two countries will expand and strengthen further. May the friendship between our two peoples continue to grow stronger from generation to generation, and may the friendly relations and cooperation between Mongolia and Turkmenistan flourish forever.

“The official talks between the Turkmen and the Mongolian delegations have just concluded in a friendly, businesslike, and mutually trusting atmosphere. The two sides discussed all key areas of bilateral cooperation and exchanged views on current international political issues.
It is worth noting that His Excellency, Mr. President of Mongolia, and I reached a mutual understanding of all the issues we discussed. Acknowledging the importance of our cooperation for the two countries, we affirmed our shared commitment to strengthening Turkmen-Mongolian dialogue based on the principles of equality and mutual respect.
Our two countries will continue to cooperate in foreign policy to safeguard and strengthen global and regional peace and stability. Turkmenistan and Mongolia support the achievement of the Sustainable Development Goals and will cooperate on environmental issues, food security, energy security, and transport connectivity. I expressed my gratitude to Mr. President for Mongolia’s support of Turkmenistan’s policy of permanent neutrality, efforts to ensure global security, and international initiatives aimed at fostering cooperation and promoting trust-based dialogue in interstate relations.
Turkmenistan highly values Mongolia’s constructive role and engagement on the global stage. We are confident that the cooperation between our two countries will have a substantial positive impact on improving the international situation and strengthening universally recognized norms of international law and the UN Charter. We also agreed to combine efforts in resolving global challenges and countering threats to international security, including combating terrorism, extremism, transnational crime, illicit drug trafficking, and other unlawful activities.
The official talks prioritized the trade and economic partnership between the two countries. The two sides discussed opportunities to synergize their efforts in establishing transport connectivity and collaborating on the development of transcontinental transport corridors from Asia to Europe. To that extent, I would like to highlight the significance of Turkmenistan’s “Revival of the Great Silk Road” initiative. We mutually acknowledged the existing prerequisites for establishing partnerships in energy and communications. Emphasizing the progress and prospects of trade was one of the key aspects of the official talks.
The two sides reached a mutual understanding of expanding and improving the volume of trade turnover between the two countries, as well as increasing the participation of small and medium-sized enterprises. In this context, several proposals were put forward by our side, which were received with high interest by the Mongolian side.
During the official talks, we discussed in detail the parliamentary cooperation, which could serve as a cornerstone of relations between Turkmenistan and Mongolia. We agreed to expand cooperation in culture, humanity, science, education, and sports.
The
Turkmen delegation expressed deep satisfaction with the outcome of the official
talks. Therefore, the two sides signed a pivotal package of bilateral
cooperation documents. The
first State Visit by the President of Turkmenistan to Mongolia was highly
successful and is regarded as a crucial event in the history of friendly
relations between our two countries and peoples.
Turkmenistan and Mongolia reiterated their sincere commitment to consistently and confidently developing long-term, friendly, equitable, and mutually beneficial relations.
Taking this opportunity, I extend my heartfelt wishes for peace and prosperity to the friendly people of Mongolia.
