E-Mongolia System Accessed Seven Million Times by Users Outside the Country

Ulaanbaatar, January 16, 2025 /MONTSAME/. At the meeting of the Standing Committee on Innovation and E-Policy of the State Great Khural (Parliament) of Mongolia on January 15, 2025, discussions were held on the accessibility of the “E-Mongolia” system for Mongolian citizens living abroad to access state e-services and participate in elections digitally.


Chairman of the General Election Commission of Mongolia Delgernaran Purvee outlined how the votes of Mongolian citizens working and residing abroad are collected and the measures to be taken in the future. He further stated, “Out of 187 thousand eligible voters residing abroad, 75 percent cast their ballot in the 2024 elections. With the digitalization of the registration of voters, they now come in person only on polling day.” Moreover, Director of the “E-Mongolia” Academy Myagmarnaran Bavuujav presented possible options and solutions for making the e-government system “E-Mongolia” more accessible to citizens living and working abroad. He noted, “As of today, 1,263 services from 87 organizations are available to citizens. Within a month, the e-Mongolia system was accessed nearly seven million times by users outside of Mongolia. The system offers three types of access, with citizens abroad using either their internet banking credentials or a registered mobile number. Among these options, using a digital signature to log in is considered the most optimal approach.


Furthermore, Director of the National Data Center Battulga Munkhdorj informed on the issues under discussion. Mr. Battulga emphasized, “Mongolian citizens living abroad are now able to access 816 types of public services electronically. Since 2018, user registration has been conducted by sending a one-time code to the registered mobile number of the citizen’s civil registration. In 2020, banking credentials and digital signatures were introduced to the “E-Mongolia” system. Following that, in 2024, the infrastructure cluster was reorganized with some architectural improvements. This year, the system is transitioning from a web-based platform to an app-based platform, with several new features designed to better recognize and serve citizens residing abroad.”
