Discussion takes place on implementation of Mongolia-U.S. Transparency Agreement

Ulaanbaatar /MONTSAME/. On August 25, Speaker G.Zandanshatar received representatives led by Deputy Chief of Mission of the U.S. Embassy in Mongolia Gregory May. 


At the start of the meeting, the Speaker expressed gratitude for the officials participating in the meeting to exchange views on the implementation of the Agreement on Transparency in Matters Related to International Trade and Investment between Mongolia and the U.S. 


Noting that the State Great Khural (parliament) and the Government of Mongolia are working to fulfill the duties reflected in the agreement, he underlined the importance of promoting the Transparency Agreement and legislation relating to international trade and investment to the public, receiving suggestions, and creating the conditions to exchange information to fight bribery and corruption in order to attract foreign investment.

 

In turn, Deputy Chief of Mission of the U.S. Embassy in Mongolia Gregory May thanked the Speaker for making time to hold the meeting, and briefly introduced how Mongolia and the U.S. signed the Agreement on Transparency in Matters Related to International Trade and Investment in 2013, and fully came into effect from 2017. He then expressed interest in acquiring information regarding the Law on Legislation and the Law on Public Information as the two laws are significantly important for the agreement’s implementation. 


In connection with the agreement’s implementation, State Secretary of the Ministry of Justice and Internal Affairs B.Baasandorj said, “In the framework of accelerating its implementation, a joint order was issued by the Secretary General of the Parliament Office, First Deputy Head of the Cabinet Secretariat, and the State Secretaries of the Ministry of Foreign Affairs and the Ministry of Justice and Internal Affairs in 2017. In its frames, English versions of international agreements, various bills that were presented to the parliament, and laws and corresponding regulations involving matters regarding foreign investment are currently being published on the website www.legalinfo.mn by the Ministry of Foreign Affairs, the Cabinet Secretariat, and the Ministry of Justice and Internal Affairs respectively. As of today, over 110 laws have been translated into English and published on the website, of which 43 have direct correlation with the Transparency Agreement.”


He then continued to give information regarding the Law on Legislation and the Law on Public Information. “The bill for the Law on Public Information has been presented during the parliament’s spring session, and a working group is currently working on the bill. As for the Law on Legislation, we are working to present the bill during the autumn session. The bill includes certain articles regarding the acceleration of the Transparency Agreement.”
