Mongolia and India Deepen Energy and Mining Cooperation During Presidential Visit

Ulaanbaatar, October 16, 2025 /MONTSAME/. President of Mongolia, Khurelsukh Ukhnaa, is undertaking a State Visit to the Republic of India, accompanied by members of Parliament, senior government officials, and business leaders.


As part of the visit, a Mongolian-Indian business forum was convened, bringing together representatives from 43 Mongolian enterprises across 13 sectors – including mining, agriculture, healthcare, and light industry – and approximately 100 Indian companies.


Key figures representing the Mongolian-Indian Joint Oil Refinery Project include Narantsogt Sanjaa, Executive Director of the state-owned Erdenes Mongol LLC, and Altantsetseg Dashdavaa, Executive Director of the state-owned Mongol Refinery LLC.


During the business forum, Narantsogt Sanjaa, Executive Director of Erdenes Mongol, held a meeting with Pankaj Puri, General Manager of Steel Authority of India Limited (SAIL), one of India’s largest state-owned steel producers. The discussion focused on the potential export of Mongolian coking coal, with SAIL expressing readiness to receive an initial pilot shipment.


SAIL, which holds the “Maharatna” designation as a Central Public Sector Enterprise under the Ministry of Steel, was established in 1973. The company operates and owns five integrated steel plants at Bhilai, Rourkela, Durgapur, Bokaro, and Burnpur, as well as three special steel plants.


The Mongolian-Indian joint refinery project is designed to process approximately 1.5 million tonnes of crude oil annually. It is expected to produce 396,000 tonnes of automotive gasoline, 824,000 tonnes of diesel fuel, 80,000 tonnes of aviation fuel, and 47,000 tonnes of heating oil.


To support the refinery, a 527-kilometer oil pipeline is under construction to transport crude oil from the Toson-Uul XIX oil field in Matad soum, Dornod aimag, to the refinery site in Altanshiree soum, Dornogobi aimag. As of now, 521 kilometers of the pipeline have been welded and tested, with overall project completion nearing 87 percent. Infrastructure and construction activities at the refinery site are in progress.
