MPP faction expresses its position on allocation of constituencies
PoliticsUlaanbaatar /MONTSAME/ Faction of the Mongolian People’s Party (MPP) has decided in favor of distributing 16-18 mandates in rural constituencies and 10-12 mandates in urban constituencies out of 28 mandates of majority system constituencies.
The MPP faction reached this decision at its meeting held Monday after considering a parliamentary resolution on setting up constituencies for the 2016 parliamentary elections, number of mandates, territories and electoral centers. The report was informed by S.Byambatsogt, head of the MPP faction, N.Nomtoibayar, the faction’s deputy head and Ch.Ulaan MP.
“Pursuant to the Constitution and the election law, sizes of territories, their administrations and population must be taken into account when setting up election constituencies and number of mandates. We no longer adhere to the position of allocating 20 mandates in localities and eight mandates in Ulaanbaatar. Meanwhile the Democratic Party’s faction sticks firmly with the position to allocate 14 mandates in rural areas and 14-in Ulaanbaatar, so we could accept this version, thereby all those aimags having only one mandate each should add one extra mandate. So, 16-18 mandates will be distributed in aimags, while 10-12 mandates- in UB constituencies. The 14/14 mandate version is inappropriate,” said Bayartsogt.
The same day, the MPP faction reviewed a bill on prosecutorial organ and a package of issues concerning court decision implementation and law enforcement actions, and subsequently considered as necessity to discuss them by parliament of the next convocation, not incumbent parliament.
“These important bills should not be passed in a very short time. We have found some severe gaps in these documents. These issues must be revised and requires more elaboration,” said N.Nomtoibayar MP.
The DP faction also discussed a package of laws on tax and found out that some related laws have not been included in the package.
