National Strategy on Big Data and Artificial Intelligence Presented

On May 19, 2025, the Ministry of Digital Development, Innovation, and Communications of Mongolia organized an inaugural discussion to present the draft “National Strategy on Big Data and Artificial Intelligence” to scholars, academic researchers, and representatives from higher education and scientific institutions.
During the discussion, Minister of Digital Development, Innovation, and Communications Baatarkhuu Tsend remarked, “While Mongolia ranks between 90th and 110th globally in terms of development indicators, we currently hold 46th place in the E-Government Development Index, which is a relatively strong standing. If we sustain this progress and implement our strategy effectively, Mongolia has the potential to become a leading hub for digital economic development in Central Asia. In drafting this Strategy on big data and artificial intelligence, we studied international best practices. However, unless those practices are adaptable to our national context, they will not be effective. Therefore, we prioritized identifying Mongolia’s unique advantages and reflecting them in the policy framework.”
The development of the National Strategy on Big Data and Artificial Intelligence began in January 2025, incorporating insights from academics and the private sector early on. Now finalized and ready for submission to the State Great Khural (Parliament), the draft Strategy is undergoing further review and refinement with experts in the field.
Key provisions of the draft Strategy include the development of an AI ecosystem to accelerate the transition to a digital economy, utilization of big data to establish a “House of Knowledge,” enhancement of productivity across social and economic sectors through AI applications, positioning Mongolia as a competitive player in the AI infrastructure market, and fostering ethical and responsible AI to ensure digital balance.
Specifically, during 2025-2026, the Strategy aims at establishing the necessary infrastructure and legal framework, including the creation of a National Council on Artificial Intelligence, a GPU cluster-based AI Center, and a National Data Repository. By 2027, the Ministry plans to launch a graduate scholarship program, funding research in 100 AI-related topics and training 300 master’s and doctoral students, as well as preparing 1,000 AI ambassadors. A dedicated startup program focused on big data and artificial intelligence will also be implemented. By 2030, Mongolia aims at exporting AI products within the region, establishing itself as a Central Asian hub for digital data, and hosting two international data centers.
