Second Assembly of Scientific Workers: Let’s Develop Based on Science

Ulaanbaatar, May 17, 2024 /MONTSAME/. Under the auspices of President of Mongolia, the second “Assembly of Scientific Workers of Mongolia” was held at the State Palace of Mongolia on May 16, 2024.


The Assembly themed “Let’s Develop Based on Science” aimed at assessing the implementation of decisions made at the first Assembly of Scientific Workers of Mongolia, evaluating the current state of science and technology, and defining future policies, goals, and strategies.



President of Mongolia Khurelsukh Ukhnaa delivered opening remarks at the Assembly, appreciating the role of scientists and researchers in the country’s development and wishing success in their future research and academic works.


President Khurelsukh noted that the theme of the First Congress, "Let's Change Our Attitude Towards Science," has been fulfilled to a certain extent. In particular, a notable shift has been observed in the attitude towards science on the part of the government and the public. 


President Khurelsukh highlighted the necessity of implementing a comprehensive human resources policy, improving the working environment, and resolving the social issues of scientists and researchers in a phased manner.



Head of State of Mongolia underscored that it is time to undertake comprehensive measures to increase support for science and technology, raising state budget funding, creating new funding sources, developing the Science and Technology Fund according to international standards, and allocating funds from Mongolia's Sovereign Wealth Fund to scientific endeavors.


“Mongolia's foreign policy prioritizes international cooperation in education, science, technology, and innovation. To successfully implement foreign policy for science and technology, diplomatic missions abroad must play an active role by offering concrete suggestions and initiatives to promote science cooperation,” President noted.


President Khurelsukh emphasized the significance of strengthening international cooperation in science and technology, pursuing joint research projects, enhancing Mongolia's competitiveness in the global arena, and leveraging the expertise of Mongolian scientists and researchers abroad by involving them in training and research activities. 


President Khurelsukh encouraged scientists and researchers to develop and implement large-scale public outreach programs to educate the public and promote scientific knowledge.


Five years ago, at the first “Assembly of Scientific Workers of Mongolia,” participants discussed the challenges, and potential solutions for resolving them and made recommendations to the Parliament, Government, research institutions, businesses, and professional associations.


The Government of Mongolia has issued Resolution No. 379, providing for the implementation of recommendations proposed by the First Assembly of Scientists. This Resolution is currently being effectively implemented.


On May 16, 2024, the State Great Khural of Mongolia adopted the revised Law on Science and Technology. This law establishes a legal framework to effectively implement many objectives of Mongolia's long-term and medium-term development policies for science, technology, and innovation.


Construction of the integrated complex for scientific institutions is in full swing. Three main laboratory facilities are expected to be put into operation this year. The integrated complex will serve as a foundation for establishing large, interdisciplinary research centers. These centers will be further developed into a comprehensive research-production-innovation infrastructure.
