MPs receive health sphere leaders in regard of new bills

Ulaanbaatar /MONTSAME/ Head of the parliamentary Standing committee on petitions J.Batzandan and D.Sarangerel MPs received January 19 representatives of health organizations, in regard to the recently submitted bills on medicine and medical facilities and on medical aid and services.

The committee has themed this week a “week for health sector”, and earlier had legged some hospitals.

The sides exchanged opinions on the most pressing issues facing the sector, especially those requiring immediate attention at the legislative level. A director of the National Oncology Center L.Tumurbaatar said the health organizations have a high expectation about the pending Law on Medical Aid and Service. "A common problem is financing", he noted, “being paid low salaries, most of the skillful specialists and physicians are more interested in working in private hospitals rather than in public healthcare”.

Annually, 11 billion MNT is budgeted for the oncology center, “which is not enough”, he noted. About 40 percent is dedicated to salaries, 30 percent–to drugs and medical facilities, and 30 percent–to operational expenditure, informed Tumurbaatar.

General director of the National Traumatology Center B.Bat-Orgil said the Law on Medical Aid and Service will be of significant help in mobilizing the health standards which were adopted in August of  2015. He also wished the MPs to focus on the fact that original proposals are being changed during the parliamentary reading processes.

“We have studied international practices before submitting our proposal on strengthening the independence of the health organizations”, said A.Tsogtsetseg, director of the National Dermatology Center. Annual budget of 2.6 billion MNT, 50 percent of which goes to salaries, is not at all enough, he added. The subsidy from health insurance fund is wholly dedicated to the treatments, including not only cosmetic treatments but also therapeutics. One doctor receives 65 clients a day at average, she said.

Present at the meeting were also a director of the First Central Hospital B.Byambadorj, a director in charge of treatments B.Chuluunbaatar, a director of the Third Clinical Hospital named after Shastin O.Batgerel, and a director of the National Health Center for Mothers and Children G.Enkhtor.
