Child Protection 'Safe Network' Initiative to Continue Implementation

Ulaanbaatar, April 9, 2026 /MONTSAME/. Minister of Education Enkh-Amgalan Luvsantseren met with former Deputy Minister of Education Gantulga Donorov and former ministerial advisor Altansor Tsogtkhuu.
During the meeting, the participants exchanged views on maintaining policy continuity in the education sector, strengthening coordination among ongoing activities, and identifying areas for future cooperation. Minister Enkh-Amgalan emphasized the importance of further developing effective initiatives and best practices introduced by previous leadership and delivering tangible results.
Former Deputy Minister Gantulga presented a draft law on regulating children’s participation in social media, noting that he had led the working group responsible for developing the proposal. He underlined that the draft legislation aims to comprehensively ensure children’s safety and protection of rights in the digital environment while establishing clearer regulatory frameworks governing social media use. The proposed law also includes measures to prevent and protect children from risks such as cyberbullying, harassment, threats, misuse of personal data, and exposure to harmful content, as well as reflecting research findings and international best practices in this field.
Meanwhile, former ministerial advisor Altansor introduced the Child Protection “Safe Network” national anti-bullying model. He highlighted that the initiative seeks to eliminate peer bullying by transforming public understanding of the issue and encouraging active participation from children, parents, guardians, caregivers, educational institutions, and the wider community.
According to the Ministry of Education, the initiative views peer bullying not solely as an issue within educational institutions but as a shared social responsibility, aiming to expand cooperation among government bodies, the private sector, and civil society organizations.
