Speaker of Parliament Visits 'Erdenenar' Solar Power Plant

Ulaanbaatar, January 21, 2026 /MONTSAME/. Speaker of the State Great Khural of Mongolia Uchral Nyam-Osor visited the solar power plant operated by Solar Power Mongolia LLC, located in Erdene soum, Dornogobi aimag.
Mongolia is among the countries vulnerable to climate change. Therefore, accelerating green development policies and reducing greenhouse gas emissions are priority strategic objectives. The State Great Khural is placing particular emphasis on these goals and, within the framework of the Five-Year Development Guidelines for Mongolia 2026–2030, has instructed the Government to take concrete measures to support the green economy, expand renewable energy capacity, develop distributed energy sources, and ultimately reduce dependence on imported energy.
Speaker Uchral has been attaching great importance not only to the adoption of legislation but also to strengthening its implementation and increasing its effectiveness. In this context, he is familiarizing himself with, studying, promoting, and disseminating practical initiatives, available resources, and best practices aimed at expanding clean energy sources and improving their use and accessibility. The visit to this project is one such effort.
Solar Power Mongolia LLC has implemented the 30 MW “Erdenenar” Solar Power Plant project located 14 km northwest of Zamyn-Uud soum in Erdene soum, Dornogobi aimag. The first phase with a capacity of 15 MW was installed in 2023, while the second 15 MW phase was completed in 2025. In total, the plant comprises 53,184 solar panels, 140 combiner boxes, eight inverters, 12 battery energy storage units, and a 110/10 kV substation, and is supplying electricity to the integrated power system on a stable basis.
Director of Solar Power Mongolia LLC Javkhlantug Ganbaatar noted that the “Erdenenar” project is distinguished as Mongolia’s first hybrid solar and battery storage facility capable of operating independently from the grid, fully implemented by national engineers using domestic investment and financing from Khan Bank. Within the framework of the project, the company also participated in the Joint Credit Mechanism (JCM) program jointly implemented by the Governments of Mongolia and Japan and received incentives for reducing greenhouse gas emissions. Member of Parliament Anar Chinbaatar described the effective use of such financing mechanisms as part of Director Javkhlantug Ganbaatar’s know-how.
Speaker Uchral praised these distinctive features of the project and the skills of Mongolian engineers, emphasizing the broad potential for developing renewable energy, distributed sources, and the green economy. He noted that by establishing similar solar and wind power sources in other aimags and localities, Mongolia could address energy instability and reduce dependence. He expressed his intention to provide advice and support in this regard and conveyed these views to Director Javkhlantug.
Speaker Uchral also noted that the construction and installation of the “Erdenenar” station were completed within eight months, while the overall project took nearly ten years to reach stable operation, with much of the time consumed by paperwork, permitting processes, financing stages, and bureaucracy. He stated that efforts are underway to remove such administrative obstacles and, in order to fully utilize green loans and financing sources, to strengthen and expand partnerships among aimags, local governments, and the private sector. He called on the aimag, capital city, soum, and district Citizens’ Representative Khurals to announce partnership projects and actively invite private sector entities and businesses to participate.
Currently, more than ten solar power plants are operating nationwide, with all except the “Erdenenar” station established through financing from international financial institutions and foreign investment. This was cited as a key reason for the Speaker’s visit. In addition to ensuring full energy stability for Zamyn-Uud, Mongolia’s major foreign trade gateway port, the station supplies electricity to the integrated grid. Zamyn-Uud soum consumes up to 12 MW of electricity during peak periods, and since April 2024, during a total of 12 major and minor power outages in the central energy system, the “Erdenenar” station has fully met the soum’s electricity demand.
The visit was attended by MP Anar, Chairman of the Dornogovi aimag Citizens’ Representative Khural Aldarbayar N., and advisers to the Speaker Bulganchimeg B. and Anar B., according to the Press and Public Relations Department of the State Great Khural.
