Public Service Bureaucracy Index of Mongolia Improves

Ulaanbaatar, May 7, 2025 /MONTSAME/. The Mongolian National Chamber of Commerce and Industry (MNCCI) has released the results of the "Bureaucracy Index 2024" on May 7, 2025.


The Index, conducted biennially since 2004, aims at identifying the challenges and costs faced by businesses in accessing public services using real data and to improve public-private sector cooperation. The 2024 Index, titled “Bureaucracy Index and Costs,” was conducted with technical support from the International Labour Organization (ILO) of the United Nations and expanded its scope and methodology, marking a new stage in research quality.


According to the results, the Bureaucracy Index related to public services for business operations scored 2.85, reflecting a 4.8 percent improvement compared to 2021. However, the report highlighted key concerns, such as limited accessibility and clarity of public service information, insufficient involvement of businesses in policy development, and overlapping regulations.
