Government of Mongolia in 200 days: Digital governance to tackle bribery and bureaucracy

Ulaanbaatar /MONTSAME/. Today marks the 200th day since the formation of Mongolia’s new government. Mr. Oyun-Erdene Luvsannamsrai was appointed as the Prime Minister of Mongolia on January 27 this year. Then, the Government was fully formed as members of his cabinet took an oath of office to the Parliament on January 29. Afterwards, Prime Minister L.Oyun-Erdene presented four key objectives of his Cabinet and started working accordingly.

 

As of currently, Mongolia ranks 111th for its Corruption Perception Index in 2020, with overall 35 points out of 100. Thus, at the initiative of Prime Minister L.Oyun-Erdene to establish a commission for improving Mongolia’s corruption index scores, a working group was established at a Cabinet meeting. Headed by Minister of Justice and Internal Affairs Kh.Nyambaatar, the working group plans to carry out works such as improving the legal environment and accelerating digital transition. 

 

As bribery and bureaucracy is commonly reported at government organizations providing public services, the government is currently aiming to digitize all public services, becoming a ‘Digital Nation’. For this reason, one of the objectives for 2021-2024 has been set to make at least 90 percent of all public services available on the ‘E-Mongolia’ platform. So far, 539 services being offered by 56 government organizations have been entered into the electronic platform. 

 

With plans to establish a new ministry in charge of digital development in its framework, the Head of the Government considers that it is the only solution to reduce the overlap of staff at all levels, decreasing the numbers by 30-40 percent.

 

Furthermore, it should also be noted that the regulations for issuing visas for entering Mongolia have been recently updated.


With this, it becomes possible for nationals of 31 countries to apply for electronic visas for the purposes of tourism, participating in cultural and arts events, sports competitions, creating films and content as well as transit. About 80 countries of the world have introduced the electronic visa system.
