Revised law on referendum submitted to Parliament Speaker

Ulaanbaatar /MONTSAME/ On May 15, Monday, Minister of Environment and Tourism D.Oyunkhorol submitted a draft revision to Law on Referendum which was approved by the Cabinet during its regular meeting on May 10 to Parliament Speaker M.Enkhbold.
Last year, the Cabinet established a working group made of experts, scholars and researchers to study public opinion on amending the Constitution of Mongolia.
The working group conducted surveys in 21 aimags and the capital city and came up with a conclusion based on which Parliament issued a resolution on conducting the first deliberative polling session on Amendment to the Constitution and forming a deliberative council. In compliance with the Parliament resolution, the 1st Deliberative Polling session was held on April 29-30, discussing the constitutional amendment in 6 key areas.
The Deliberative Polling session resulted in the formulation of a guidance which was delivered to the Parliament. Citizens who partook in the session, representing Mongolians from all over the country reached consensus on amending certain clauses and directions in the Constitution. Therefore, it was seen fit by the Parliament that the issue of constitutional amendment should be resolved by referendum from now on.
However, the law regulates that a referendum should be fixed at least 65 days prior to election. In order to save budget by conducting the referendum on amending the Constitution with the June 26 Presidential election until which less than 65 days remain, the draft revision reflects that the date of a referendum can be fixed 21 days prior to election day.
