Parliament Speaker works in rural provinces

Ulaanbaatar /MONTSAME/ Chairman of the State Great Khural M.Enkhbold is on a working tour through four western provinces. He arrived on February 14 in Uvs province, the birthplace of Yu.Tsedenbal, a former Mongolian leader of 44-years.

Upon the Speaker’s arrival, Governor of Uvs aimag D.Batsaikhan and Chairman of the Provincial Citizens’ Representatives Khural E.Nasanbat briefed the Parliament Speaker M.Enkhbold on the situations of the locality.

Uvs province, occupying 69,600 square kilometer area, has 19 soums and 81.3 thousand residents. Its key economic spheres are animal husbandry and land farming. The province has been promoting the development of light industry, services and mining. The annual GDP is MNT 333 billion, and GDP per capita - MNT 4.3 million.

Although it was a relatively warmer winter for Uvs aimag, as the lowest air temperature in Ulaangom (provincial center) was -42 Celsius, the “ice dzud” has hit five soums of Uvs province mainly due to the sudden cold that happened around the beginning of winter.

Speaker M.Enkhbold visited the Thermal Power Plant, Blood Transfusion Center and Maternal Center of the province.

He highlighted the importance of preventing disaster of air pollution, and applauded the initiatives of the Uvs’s thermal power plant on re-structuring Ger (national dwelling) areas and launch of an action to connect the Ger area households with central heating and electrical systems.

The Maternal Health Center’s administrators asked the political leaders to attach more focus on lowering infant mortality rate, which remains the biggest problem facing the province’s healthcare. The center’s staff told the Speaker that the center’s ambulatory provides in-patient treatments for up to 80 children, whereas the ambulatory has only 44 beds.

Afterwards, the Speaker held a meeting with the residents of Uvs province, who voiced their opinions and requests. 

They underlined that creating a favorable environment for start-up businesses and workplaces are more important than allowing welfare benefits. The issues of improving veterinary services in rural areas, promoting the increase of agricultural raw material prices, enhancing road conditions and building the capacity of public service officials were requested by the locals.

In response, Speaker M.Enkhbold pledged to work on elevating the requirements for public servants, improving accountability and building merit-based system. The revised version of the Law on Public Service has been submitted for parliament discussion.

On the same day, the Speaker continued his tour in Khovd aimag. He was welcomed by staff of the emergency department of Khovd and the 132nd Military Unit.

Speaker M.Enkhbold and Minister of Labor and Social Welfare N.Nomtoibayar visited a herder’s home in Ulgii soum. Herdsman Ts.Dorjsuren has been awarded the title “State Best Herder” in recognition of his hard work. Minister N.Nomtoibayar handed the certificate and prize.

After this, the Speaker organized a meeting with the citizens.
