Parliament adopts clarification of 2015 budget
PoliticsUlaanbaatar /MONTSAME/ At its plenary meeting last Friday, the parliamentary session passed a clarification of the 2015 state budget.
The budget clarification was adopted after running final discussions of the frameworks of the 2015 budget, draft amendments to the laws on 2016-2017 budget assumption, on the 2015 budget, on the 2015 budgets of the Human Development Fund and the Social Insurance Fund (SIF), and related to them bills.
By the 2015 budget clarification, revenue of the state budget has been projected to be MNT 51.1 billion; basic revenues of Khentii and Sukhbaatar aimags--2.9 billion, which means an assumption of the master budget’s revenue will be cut by 54.0 billion Togrog based on a pending performance of the master budget’s revenue for 2015.
In conjunction with a decision not to minimize salaries of high and political state servants by 30 percent, the current expenses increased by 1.8 billion Togrog. Some 8.1 billion Togrog has been cut from the current expenses by declining current expenses by 15-20%, except the salaries for November and December.
In addition, 47.0 billion Togrog has been removed from other expenses financed by the state budget, thus projects and measures for this year will be financed MNT 9.2 billion.
Due to making the budget clarification for this year, a total revenue of the state master budget will be MNT 6,074.1 billion, which is equivalent to 28.8% of the national GDP, the total expenses--MNT 7,263.3 billion equaling to 30.8% of the GDP, so the total deficit of the state budget will become MNT 1,179.2 billion equaling to 5% of the GDP.
The same day, the plenary meeting discussed whether to consider a draft resolution of parliament on putting some territories in state protection. A report of the draft initiator was presented by N.Batstereg MP, the Minister of Environment, Green Development and Tourism, whereas proposals and conclusion of the Standing committee on environment, food and agriculture--by its head S.Batbold.
