Member of Parliament Meets with JICA Representatives to Discuss Cooperation in Care Services

Ulaanbaatar, November 11, 2025 /MONTSAME/. Member of the State Great Khural (Parliament) of Mongolia, Enkhtuya Dorjzovd, held a meeting with Arai Rina, Representative of the Japan International Cooperation Agency (JICA) Office in Mongolia, and Advisor Kumiko Nishimura to explore opportunities for collaboration in the field of care services on November 10, 2025.


At the outset of the meeting, MP Enkhtuya Dorjzovd introduced the parliamentary working group established by decree of the Speaker of the Parliament, tasked with reviewing the legal framework for care services, developing recommendations, and, where necessary, drafting relevant legislation. She expressed a keen interest in learning from Japan’s best practices in legislative development and legal reform, and in receiving expert consultation to support these initiatives.


MP Enkhtuya underscored that the draft law on care services represents a pioneering initiative for Mongolia, reflecting a significant step toward institutionalizing support for vulnerable populations. She further affirmed her commitment to securing funding in the upcoming national budget to establish a rehabilitation center that integrates care services.


JICA Representative Arai Rina highlighted the key provisions of the Law on the Elderly, commending it as a well-structured and effective piece of legislation, and discussed the progress of the parliamentary working group as well as the development of the draft law on care services.


MP Enkhtuya further emphasized that the absence of a comprehensive legal framework has posed challenges for private sector engagement in care services, thereby affecting the quality of life for the elderly. The meeting concluded with a constructive exchange of views on the development of care services, the current state of support centers for persons with disabilities, and the management of nursing homes for senior citizens.
