International Experts Assess Mongolia’s Veterinary Sector Performance

2025 /MONTSAME/. Members of the State Great Khural (Parliament) of
Mongolia, Beisen Bulan and Mandkhai Mendbayar, held a meeting with Dr. Ruperto
Victoriano Gongora, a representative of the World Organization for Animal
Health (OIE), to discuss the ongoing evaluation of Mongolia’s veterinary
sector on September 12, 2025.
Chairman of the Standing Committee on Environment, Food, and Agriculture, Beisen Bulan, began the meeting by thanking the visiting experts, who were invited by the Mongolian General Veterinary Department, the government’s implementing agency in this field.
The Chairman Beisen emphasized the Parliament’s commitment to strengthening the legal framework across the agriculture-related sectors. He highlighted ongoing efforts to align the veterinary industry with international standards, noting that the 2017 Animal Health Law laid the groundwork for current reforms, further advanced by the establishment of the General Veterinary Department in 2018.
Dr. Ruperto Victoriano Gongora, who leads the assessment team from the World Organization for Animal Health (OIE), stated that the organization establishes the global standards in animal health. The expert team is currently conducting an evaluation to identify key strengths and challenges, and to guide further improvements. Dr. Gongora recognized the 2017 Animal Health Law as a significant achievement and noted that preliminary findings and recommendations will be presented soon to help sustain and enhance the sector’s progress to date.
Chairwoman of the Subcommittee on Food and Agriculture, Mandkhai Mendbayar, announced that amendments to the Food Law, the Food Safety Law, and the Primary Law on Agriculture will be discussed during the Parliament's autumn session in 2025.
She stressed the importance of conducting a thorough evaluation of the veterinary sector and encouraged a comprehensive, multidimensional approach. To ensure the sector’s sustainable development, Chairwoman Mandkhai proposed several measures: expanding international partnerships, securing technological support, implementing collaborative projects and programs, enhancing human resource capacity, and improving laboratory infrastructure.
Chairwoman Mandkhai reiterated Parliament’s commitment to carefully review and implement the experts’ recommendations in future policy decisions, according to the Press and Public Relations Department of the State Great Khural of Mongolia.
