Parliamentary delegates pay a working visit to Japan

Ulaanbaatar/MONTSAME/ Mongolian parliamentary delegates led by L.Enkh-Amgalan, Deputy Speaker of Parliament and head of Mongolia-Japan Parliamentary Group made a working visit to Japan on June 3-6.

The delegates held meetings with T.Oshima, Speaker of the House of Representatives of Japanese Parliament, H.Akamatsu, Vice Speaker, M.Hayashi, member of the House of Representatives and head of Japan-Mongolia Parliamentary Group, A.Gunji, Vice President of the House of Councillors, M.Yamazaki, member of the House of Councillors, and S.Okamoto, Vice Minister for Foreign Affairs.
 
At the meetings with T.Oshima and H.Akamatsu, the sides emphasized to implement a mid-term program on developing Mongolia-Japan Strategic Partnership in 2017-2021 effectively in all sectors, expand a scope of bilateral cooperation in agriculture, tourism and information technology sectors, not only mining, and train Mongolian engineers in stages, and highlighted the attendance of first 200 students in the ongoing program which will train 1000 engineering students from Mongolia.
 
Mongolian parliamentarians put forward a request to pay attention on increasing Mongolia’s export to Japan and cooperate in expanding inter-parliamentary cooperation and exchanging staff of the Office of the Parliaments to share experience.
 
Moreover, the sides exchanged views on outcomes of the loan granted from Japan to Mongolia and improvement of its efficiency. Supporting Mongolian government’s actions to improve state budgeting and stabilize economy, Japanese government reached an agreement on rendering financial assistance worth up to USD850 million, within the International Monetary Fund’s Extended Fund Facility Program. As a first batch of the soft loan, USD280 million, equaling approximately MNT700 billion was granted to Mongolia, which was evaluated as having been great contribution to Mongolia to overcome its financial difficulty.
 
A main requirement of the loan was to follow good budgetary discipline and use financial support of the Japanese Government with most effective way. The soft loan was used within the framework of three fundamental reforms on ensuring sustainable macroeconomic management, increase of supports to most vulnerable groups of the society and promoting economic growth. As a result, it brought positive economic indications in Mongolia and rooted a growth of the state budget. Therefore, the Deputy Speaker put forward a proposal to accelerate an issuance of USD150 million or the next batch of the loan.
 
The Japanese side stressed that although the number of Japanese people interested in traveling Mongolia is growing, there are some complaints regarding few flights and unaccepted proposals of Japanese tourism companies. When new international airport in Khushig Valley starts its operation in 2019,  the number of Japanese tourists to travel Mongolia will increase, emphasized the Japanese side.

JICA’s SMEs promotion program is highlighted the most successful program in Mongolia. It is open for Mongolian wealth makers to do business in Japan, for example a Mongolian company plants sea-buckthorn in Ibaraki prefecture, implementing a project to produce final products with Mongolian sea-buckthorn, said the Japanese side.
