Administrative Offence Law needs revision to eliminate law violations

Ulaanbaatar /MONTSAME/ An open discussion themed ‘Eliminate violations on Administrative Offence Law’ initiated by MP J.Batzandan was organized at the Civil Hall of the State House on March 15.
In his opening speech MP J.Batzandan said " There is no perfect or eternal law, life is volatile. Therefore, some of the regulations of the Law on Administrative Offence must be revised. Since the implementation of the Law on Administrative Offence some positive results occurred including decrease of traffic violations and budget revenue growth, however there are negative consequences too. For instance, it increased workload of state inspectors and brings financial difficulties to people. There are also conflicts between laws. Therefore, it is important to exchange ideas on how to solve these problems and regulations on relevant laws are required."
MP L.Bold, relevant experts of Parliamentary Standing Committee on Legal Affairs and the Ministry of Justice and Home Affairs, administrations and state inspectors of government agencies including the Office of the Prosecutor General, National Police Agency, Traffic Police Department, Customs General Administration, Financial Regulatory Commission, Mongolian Tax Administration, General Agency for Special Inspection and General Authority for Intellectual Property and State Registration took part in the discussion. They have discussed their daily challenges and necessary amendments to laws in this regard.

For the last eight months since the implementation of the law Administrative Offence more than 370 thousand complaints have been filed in Ulaanbaatar city. Of those, 15000 complaints were refused to be filed, while about 6900 applications were filed. About 340 thousand violations that do not require inquiry have been resolved in simplified terms.
