Mongolia’s Social Development Achievements Highlighted at Doha Summit

Ulaanbaatar, November 19, 2025 /MONTSAME/. The Second World Summit for Social Development took place at Doha, Qatar, from November 4 to 6, 2025, convening global leaders and senior government officials to advance inclusive and sustainable social development.


The Summit aimed to address persistent gaps and reaffirm its commitment to the Copenhagen Declaration on Social Development and its Program of Action, an implementation roadmap, and to advance progress toward the 2030 Agenda for Sustainable Development. 


The Government of Mongolia, represented by Saran Gombojav, Advisor to the Minister of Family, Labor, and Social Protection, participated in the plenary sessions and was invited to two key sessions: “Human Development Principles: Climate-Resilient and Inclusive Social Development” and “Using the Leadership of the Asia-Pacific Region to Promote Social Development.” The delegation presented Mongolia’s policy innovations, achievements, and future goals in the social sector.


Several key programs in Mongolia have been recognized as exemplary practices. These include the Community-Based Rehabilitation (CBR) model, promoted under the National Program on the Rights, Participation, and Protection of Persons with Disabilities (2018–2022); the Universal Child Money Program (CMP), which reached 98 percent of children regardless of household income as part of Mongolia’s broader social welfare reforms; and the post-COVID-19 recovery initiative, which demonstrated notable resilience and adaptability in mitigating economic and social shocks.


Mongolia’s effective collaboration with international development agencies was also commended, positioning the country as a regional model for inclusive social development in the Asia Pacific.


The delegation restated Mongolia’s dedication to expanding access to social protection and improving services for vulnerable and emerging population groups, with a particular focus on health and education.


The summit brought together over 14,000 participants, including 170 Heads of State and ministerial-level representatives from approximately 40 countries. The event concluded with the adoption of the Doha Political Declaration, a landmark commitment to strengthening international cooperation in social development and fast-tracking progress toward achieving the Sustainable Development Goals by 2030.
