Merit and Career ladder promotions recommended for public services
PoliticsUlaanbaatar /MONTSAME/ An open discussion is taking place in State House on Friday about the draft new version of the Law on Public Services, submitted by the President, and draft amendments to the Law, submitted by S.Batbold MP.
The discussion is organized by the President’s Office, the Parliament Secretariat, the Civil Service Council and the Project on Promoting Participatory Legislation.
Chairman of the State Great Khural (Parliament) Z.Enkhbold gave the opening remarks and said that adding more democratic traits to public services is an essential renovation for every new and restored democracies.
The keynote speeches included “Development and renovation challenges of State Services of Mongolia” by B.Tsogoo, the chairman of CSC, and “Sophisticating the structure of state bodies” by S.Bayartsogt MP, the chairman of Cabinet Secretariat.
Head of the bill development group G.Batkhuu MP presented about the contents and features of the new version of Public Service Law. Main changes, reflected in the new wording, are clauses about merit and career ladder promotion principles.
