Amendments to Law on Government approved

Ulaanbaatar/MONTSAME/. On May 13, the State Ikh Khural (Parliament)
passed a Bill to amend the Law on Government of Mongolia.
The Bill, formulated within the framework to harmonize laws and regulations with the Constitutional amendments, has 38 articles in total. For instance, it includes provisions such as that political parties and coalitions shall form the majority and propose the candidature to the post of Prime Minister if none of them has the majority of seats as a result of the parliamentary election. Prime Minister shall, in consultation with the President, submit a Bill on the structure and composition of the Cabinet to the State Ikh Khural (Parliament). And in case of disagreement, the Prime Minister himself/herself shall submit the Bill to the Parliament.
Moreover, it stated that no more than four members of the
Cabinet and Prime Minister could be allowed to be members of the Parliament,
and members of the Cabinet shall take an oath of office at the Parliament. The
Parliament shall determine the oath-taking procedure.
It also provides regulations on the appointment, approval of
resignation, and dismissal of a Cabinet member based on the presentation of the
Prime Minister to the Parliament and President, and the dismissal of the Prime
Minister, as well as on the dissolution of entire Cabinet upon the resignation
of Prime Minister.
Furthermore, the Bill includes provisions, saying that the Prime
Minister shall submit to the Parliament a draft resolution on certain issues
regarding state budget and policy, requesting a vote of confidence. If the Parliament
approves the draft resolution, it is considered that the PM has attained votes
of confidence and the issue has been backed. If no, the PM shall be considered dismissed.
It also added a provision prohibiting citizens and legal entities from using the term ‘Government’ and government symbols.
