‘Regulation 2025’ International Forum Underway in Ulaanbaatar

Ulaanbaatar, September 25, 2025 /MONTSAME/. The “Regulation 2025” International Forum, organized by the Communications Regulatory Commission of Mongolia (CRC), is taking place in Ulaanbaatar on September 24–25, 2025.
The opening session was chaired by the CRC Commissioner and Head of Executive Office, Luvsan-Ochir Altai. Participants discussed regulatory trends in the digital economy, competition among online platforms, and the development of the digital ecosystem through cooperation. The session highlighted the need for new regulatory models in the digital environment, focusing on fair competition policies, market dominance, consumer protection, and the institutional capacity of regulators.
The following session, chaired by State Secretary of the Ministry of Digital Development and Communications and CRC Member Zolbayar Chuluuntsetseg, emphasized creating a favorable environment for digital infrastructure investment. Discussions covered policies to support long-term investment, solutions for connecting remote rural areas, technology choices for infrastructure, shared use of networks, and the government’s role in improving the quality of 5G connectivity.
In the next session, chaired by the Director of the CRC’s Radio Frequency Monitoring and Regulation Department, Ts. Chuluunbaatar, participants exchanged international experience and policy approaches to increasing the return on investment and market potential of 5G networks and services. Issues addressed included new technologies and standards, infrastructure planning, spectrum availability, national network quality, the impact of 5G on business models, and opportunities for spectrum sharing and secondary markets.
The final session, chaired by Director of the CRC’s Regulatory Department T. Batbold, focused on artificial intelligence (AI) regulation. Discussions explored fostering innovation while balancing risks, protecting consumer rights in AI data use, moving from voluntary to mandatory AI certification, and strengthening public–private cooperation.
The forum aims to promote Mongolia’s digital transition by ensuring regulatory independence, strengthening competitiveness in the digital economy, and defining new skills and tools for future regulators.
Representatives of the International Telecommunication Union, the Advisory Centre on World Trade Organization Law (ACWL), the Internet Corporation for Assigned Names and Numbers (ICANN), the Global System for Mobile Communications Association (GSMA), the Asia-Pacific Network Information Centre (APNIC), regulatory bodies of the Kingdom of Thailand and the Federation of Malaysia, technology producer Huawei, and Mongolian operators are participating in the event.
