Citizens Reporting Traffic Violations to Receive Monetary Rewards

Ulaanbaatar, November 3, 2025 /MONTSAME/. A new regulation granting monetary rewards to citizens who report traffic violations through the “102” mobile application took effect on November 1, 2025. Under the regulation, citizens who capture and submit photo evidence of vehicles blocking pedestrian crossings, bus stops, or the first lane of roads, or parked in a way that obstructs traffic, will receive a reward.


For instance, if a driver is fined MNT 20,000 for a violation, the reporting citizen will receive 10-20 percent of that fine. If the driver fails to pay the fine on time and the penalty increases, the reward will be calculated based on the increased amount. Income tax will be deducted from the reward before it is transferred to the citizen’s bank account. Authorities cautioned that interest will accrue on unpaid fines, meaning an MNT 20,000 penalty could rise to MNT 30,000 after five months of nonpayment.


Rewards will be distributed on the same schedule as VAT refunds. Citizens will receive payments for reports submitted in the last two months of 2025 by January 20, 2026, and for reports from the first quarter of 2026 by April 20, 2026.
