‘Digital First’ Motto Put Forward at All Levels of Government

September 25, 2025 /MONTSAME/. The “Digital
First” policy recommendation was approved at the Cabinet meeting on September
24, 2025, to increase government productivity and fully implement the digital
transition.
The purpose of this
recommendation is to prioritize technology at all levels of government
decision-making, policy development, and service delivery, eliminate
paper-based processes, implement the “Digital First” initiative at all levels
of government, and accelerate the digital transition based on citizen-state-private
sector cooperation. This initiative will serve as a guiding principle for
implementing the goals and objectives related to digital transformation and the
introduction of advanced technology as outlined in Mongolia’s long and medium-term
development policy documents.
The Minister of
Digital Development, Innovation, and Communications, Batshugar Enkhbayar, stated, “While we previously focused on increasing the number of digital
services, introducing technology, and digitizing paper-based services, with the
“Digital First” policy, we are now proposing the principle that all decision-making,
services, and activities involving the state, citizens, and legal entities
should follow the “Digital First” principle.
