Standing Committee on Budget Reviews Independent Oversight of State Finances

Ulaanbaatar, October 15, 2025 /MONTSAME/.  Member of Parliament, Erdenebold Sukhbaatar, addressed the Auditor General of Mongolia on the implementation of independent oversight over state finances and budgets. The Standing Committee on Budget discussed the matter during its session on October 14, 2025.


Auditor General Magnaisuren Sandag presented the objectives and scope of the national audit, emphasizing that the main goal is to ensure the legal, economic, efficient, and effective planning, allocation, utilization, and expenditure of state finances, budgets, and public assets. The audit also seeks to improve financial governance and promote sustainable economic growth.


To achieve these goals, the General Audit Office is currently conducting financial statement audits of over 6,800 organizations nationwide, along with performance and compliance audits involving more than 7,100 entities with duplicates.


In his report, Auditor General Magnaisuren highlighted challenges related to the legal framework for enforcing audit decisions and concerns about the economic security of state audit institutions.


Members of the Standing Committee on Budget were briefed on the conclusions and implementation of proposals included in the Government’s annual budget submission to Parliament. The briefing covered measures to increase revenues, reduce expenditures, and enhance the efficiency of budget financing, along with the rationale behind the proposals and their expected outcome. 


The Committee further reviewed recurring challenges in the planning, implementation, utilization, and reporting of investment projects, programs, procurement processes, foreign loans, aid, donations, and financial support within the unified state budget. Auditor General outlined measures to prevent the repetition of faults in reporting and responded to questions from the Committee members.
