Regulation on Providing Assistance and Benefits to Persons with Developmental Challenges

Ulaanbaatar, October 2, 2025 /MONTSAME/. During its regular session on October 1, 2025, the Cabinet of Mongolia decided to revise and approve the “Regulation on Providing Assistance and Benefits to Persons with Developmental Challenges,” originally adopted under Government Resolution No. 197 of 2017, to streamline the provision of assistance and benefits from the Social Welfare Fund and address challenges encountered in its implementation.


The regulation consists of eight articles and governs the process of applying for assistance and benefits, the required documents, and the related arrangements. Key updates include:


  1. Information available through the integrated welfare system (ehalamj.mn) and the unified government service system (E-Mongolia) will no longer be required in paper form;

  2. The process for enrolling persons with developmental challenges in assistance and benefits programs has been simplified by eliminating the requirement for deliberation at the Livelihood Support Council.

  3. Persons with developmental challenges who are long-term inpatients at care homes or psychiatric hospitals, or serving sentences in correctional facilities, may have their applications submitted by the institution’s social worker to receive assistance and benefits.

  4. For children with developmental challenges over two years of age who require constant care and use diapers daily, the diaper cost subsidy, which was previously provided once every three years, will now be divided and provided annually, within the benchmark price set by the Government.

  5. Persons with developmental challenges may independently choose their preferred prosthetics manufacturer, enterprise, medical equipment supplier, or pharmacy to purchase or order prostheses, orthopaedic devices, or special equipment;

  6. The processes of providing, financing, and reporting assistance and benefits will be digitalized, including citizen satisfaction surveys and improved monitoring and evaluation.

The revised resolution will not require additional budgetary funds. It is expected to reduce procedural steps, enhance digital services, and strengthen monitoring and evaluation in providing assistance and benefits to persons with developmental challenges.
