Functional Overlaps of Government Organizations to Be Eliminated

Ulaanbaatar, July 3, 2025 /MONTSAME/. The Members of the
Government have been instructed to implement the following measures to optimize
the functions, structure, and staffing of government agencies, state-owned
enterprises, and companies.
It aims to eliminate
overlaps and gaps in the functions of state organizations, reduce bureaucracy,
streamline processes, and improve the speed and quality of services provided to
citizens.
A detailed assessment will be conducted on the justification, necessity, and
relevance of the services provided by Government agencies,
state-owned enterprises, and companies and measures will be taken to
improve the quality and efficiency of operations, reduce unnecessary procedural steps, eliminate
functional overlaps and gaps, and downsize the structure and
staffing.
Additionally, the new strategic plans and restructuring programs for Government
agencies will ensure that the functions and
responsibilities of organizational units and staff do not overlap with those of
ministries, agencies, affiliated centers, local government bodies, state-owned
enterprises, state-owned entities executing certain government functions under contracts, professional
associations, or non-governmental
organizations.
The names of structural units within Government agencies
must not duplicate the names of organizational
units within ministries or have the positions of deputy or vice directors
unless specified
otherwise by law. When downsizing staffing, the internal units should
not include departments, and departments should not have subdivisions or sub-departments. According to the instructions, the maximum staffing limits
of Government agencies are to be determined in line with budgetary savings requirements.
