Mongolia, China, Russia Unite to Advance Four-Season Tourism, Cultural Exchange

Ulaanbaatar, November 10, 2025 /MONTSAME/. The Ninth Tourism Ministerial Meeting of Mongolia, the People’s Republic of China, and the Russian Federation was held on November 7, 2025,  in Darkhan-Uul aimag, Mongolia, to strengthen trilateral cooperation in the tourism sector.


The meeting was attended by Undram Chinbat, Member of the Parliament of Mongolia, Member of the Government, and Minister of Culture, Sports, Tourism, and Youth; Wang Jianhua, Vice Minister of Culture and Tourism of the People's Republic of China; and Dmitry Vakhrukov, Deputy Minister of Economic Development of the Russian Federation.


During the session, the parties reviewed the progress of trilateral cooperation up to 2025 and reached consensus on several strategic priorities. These include:

  • Promoting cross-border tourism initiatives to facilitate seamless travel and cultural exchange
  • Enhancing international port activities to improve accessibility and connectivity among the three countries
  • Developing a unified four-season tourism policy to diversify offerings and ensure year-round visitor engagement
  • Leveraging digital transformation and advances in information technology to modernize tourism services and improve visitor experience.

As part of the session, the “Tea Road and Economic Corridor” trilateral meeting was convened, where the three senior officials delivered keynote speeches and exchanged views on extending the Mongolia-China-Russia Economic Corridor Development Program until 2031.


In her opening remarks, Minister Undram Chinbat highlighted that the meeting, being the first at the government level since the Seventh Summit of the Heads of State of the three countries held in Beijing in September 2025, represents a pivotal step toward advancing trilateral cooperation. She expressed her pleasure in convening in Darkhan, a key location along the historic “Tea Road,” which has long served as a cultural and economic link among the three countries.


The meeting underscored the historical and tourism significance of the “Tea Road,” a centuries-old route that has linked trade, culture, and civilization across Mongolia, China, and Russia for over seven centuries. As part of the efforts to revitalize tourism along this iconic corridor, the three parties agreed to jointly develop a branded auto-tour program in collaboration with state and private sector enterprises from neighboring countries.


The Tourism Ministerial Meeting between Mongolia, China, and Russia has been held annually since its launch in 2016. Mongolia first hosted the meeting in 2018 and is now serving as host for the second time.


Since the inception of these trilateral meetings, the number of visitors from neighboring countries to Mongolia has increased by 80 percent – a clear and measurable outcome of enhanced regional cooperation, as emphasized by industry representatives.
