Nagoya University Expands Civil Service Doctoral Program in Mongolia

Ulaanbaatar, October 24, 2025 /MONTSAME/. The Mongolian branch of Nagoya University, one of Japan’s leading academic institutions, held a ceremony to welcome new students to its doctoral program for civil servants on October 23, 2025.


During the event, university representatives congratulated the incoming cohort and introduced the program’s objectives, structure, learning environment, and research opportunities. Alumni of the program also shared insights into their research experiences, methodologies, and post-graduation achievements.


The Mongolian branch of Nagoya University was officially established in September 2009, marking a major milestone in academic collaboration between Japan and Monglia, particularly in the fields of law, public policy, and civil service development. Since its founding, nine researchers have completed their doctoral studies in fields including law, environmental science, health, psychology, and education. This academic year, three students have enrolled, bringing the total number of doctoral candidates to 19.


The program is designed to enhance the professional capacity of civil servants across Asia. It offers Mongolian civil servants the opportunity to pursue doctoral degrees while continuing their official duties, contributing to the country’s sustainable development.

The curriculum combines modern distance learning technologies with short-term training in Japan and includes regular research supervision and academic consultation.


The ceremony was attended by representatives from Nagoya University’s branch campuses, Nagoya University Mongolia Office, the Embassy of Japan in Ulaanbaatar, JICA, the Japan-Mongolia Human Resource Development Center, alumni, and new doctoral candidates.
